ஆன்லைன் புகாரில் பதிவு செய்வது

* சைபர் குற்றங்களுக்கான புகாரை பதிவு செய்வதற்கு என அரசு மூலமாக அமைக்கப்பட்டிருக்கும் ஆன்லைன் போர்ட்டலை உங்களுடைய கணினி அல்லது லேப்டாப் வாயிலாக திறந்து கொள்ளவும்.

* திறக்கும் பக்கத்தில், `Report Other Cyber Crime’ (பிற சைபர் கிரைம் அறிக்கை) என்ற பகுதியை க்ளிக் செய்யவும்.

* அடுத்து புதிதாக ஒரு பக்கம் திறக்கும். அந்த பக்கத்தில் `File a complaint’ என்ற இடத்தை க்ளிக் செய்து உள்ளே செல்லவும்.

* தொடர்ந்து திறக்கும் பக்கத்தில் சில அறிவுரைகள் கொடுக்கப்பட்டிருக்கும் (instructions). அவற்றை படித்து உள்வாங்கிய பின் `I Accept’ என்ற பகுதியை க்ளிக் செய்து உள்ளே செல்லவும்.

* இங்கே உங்கள் புகாரை பதிவு செய்வதற்கான பக்கம் திறக்கும். இதில் `Citizen Login’ என்ற பக்கத்தை திறக்கவும்.

* இங்கு உங்களுடைய சில தனிப்பட்ட தகவல்களை நிரப்பிய பின், உங்களுடைய தொலைபேசி எண்ணையும் சேர்த்து கொடுத்தால், உங்களுடைய எண்ணிற்கு OTP வரும். அதனை உள்ளிடும் பட்சத்தில் உங்களுடைய புகாரை பதிவு செய்வதற்கான பக்கம் ஒன்று திறக்கும்.

* இதில் `report and track’ என்று இருக்கும் பக்கத்தை தேர்வு செய்து உள்ளே சென்று, உங்களுடைய புகாரின் முழுத் தகவல்களையும், அதாவது சம்பவ விவரங்கள், சந்தேக நபர் விவரங்கள், புகார் விவரங்கள் போன்ற பிரிவுகளில் ஒன்றன்பின் ஒன்றாக கட்டாயமாக பூர்த்தி செய்ய வேண்டும்.

*அதன்பின் `preview and submit’ என்ற பகுதியை க்ளிக் செய்யவும். இங்கு நீங்கள் கொடுத்த விவரங்கள் அனைத்தும் சரியாக உள்ளதா என்று கவனமாக செக் செய்து கொள்ளவும். அதன்பின் `I Agree’ என்ற பகுதியை க்ளிக் செய்து பின் `Confirm & Submit’ என்ற பகுதியை க்ளிக் செய்து கொள்ளவும்.

* தற்போது `acknowledgement’ எண் ஒன்று காட்டப்படும். அதனை சேமித்து வைத்துக் கொள்ளவும். தொடர்ந்து உங்களுடைய புகாருக்கான PDF காட்டப்படும்; அதனை டவுன்லோடு செய்து எடுத்துக் கொள்ளவும்.

* அடுத்து, உங்களுடைய புகார் சம்பந்தப்பட்ட அதிகாரி மூலம் பரிசீலனை செய்யப்பட்டு உங்களுக்குத் தகவல் தெரிவிக்கப்படும்.

ஆப்லைன் மூலமாக புகார் செய்வது

* சைபர் குற்றத்தால் பாதிக்கப்பட்டவர் உங்கள் புகாரின் முழு சம்பவத்தையும் விவரிக்கும் புகாரை எழுத வேண்டும், பிரச்னையின் விவரங்களை தெளிவாக, முழுவதாக எழுதவும்.

* இந்த புகாரை எடுத்துக்கொண்டு உங்களுக்கு அருகேயுள்ள சைபர் க்ரைம் பிரிவுக்குச் செல்லவும். அல்லது அருகில் உள்ள காவல் நிலையத்திற்குச் செல்லவும்.

* காவல் நிலையத்தில் உங்களுடைய புகாரின் மேல், zero FIR பதிவு செய்யப்படும். தொடர்ந்து தேவையான ஆவணங்களுடன் ஆன்லைன் போர்ட்டலின் ஸ்கிரீன் ஷாட், URL மற்றும் தேவையான பிற ஆவணங்களுடன் உங்கள் புகாரைப் பதிவு செய்யவும்.

* புகாரைப் பெற்று பதிவு செய்வதற்கு முன்பு, அதிகாரிகள் புகார் குறித்த தங்களுடைய சந்தேகங்களை உங்களிடம் விசாரித்து தெளிவுபடுத்திக் கொள்வார்கள்.

The Tamil Nadu National Law University (TNNLU) was established by the Government of Tamil Nadu by an Act of the State Legislature (Act No. 9 of 2012) to provide quality legal education at the global level.

About the Conference

Artificial intelligence (AI) refers to a machine’s ability to combine computers, datasets and sets of instructions to perform tasks that usually require human intelligence, such as reasoning, learning, decision-making and problem-solving. AI is already shaping almost every domain worldwide, and the trend is expanding rapidly.

This cutting-edge technology, which has undergone various improvements, has influenced every industry and reshaped its processes and operations by propelling innovations. AI has made network security, anti-malware and fraud-detection software more formidable by spotting anomalies quicker than the human brain.

The conference is open to all students across various disciplines, Ph.D. scholars, Academicians, Lawyers, Researchers, Policy Makers, Police Officers and Officials from various Departments, Representatives from Institutions, Social activists and NGOs.

How to Register?

Interested participants can register via the link provided below on or before 19th September 2024. Paper presenters can register once their abstracts are selected. Only 50 paper presenters slots are available. Accommodation will be provided on request basis for registrants and on payment of prescribed fee.

Submission Guidelines

• Authors are invited to submit research papers on the above themes via e-mail to [email protected] with the subject ‘Abstract Submission for CCAI Conference, TNNLU’.
• An abstract of 300 words and 6 or 7 keywords has to be submitted. The abstract must contain only the title of the paper.
• The name of the author(s), designation, institutional affiliation, e-mail address, postal address, and contact number must be sent in a separate cover note along with the abstract.
• Co-authorship is allowed up to a maximum of 2 authors.
• Authors whose abstracts have been submitted can submit the full papers of 3500 – 5000 words, including footnotes.
• Submissions should be original and unpublished works. If any submission is found plagiarized, it will be outrightly rejected.
• Full Paper submission should be submitted in a word document with the subject matter of ‘Full Paper Submission for CCAI Conference, TNNLU’ .
• Acceptance of full papers will be intimated before the conference. Only accepted papers will be allowed to be presented.
• Authors must follow the Bluebook 21st edition citation style for the abstract and the full paper.
• Formatting rules: Body Font – Times New Roman/Garamond Body Font Size – 12, Size 14 can be used for Headings only Line Spacing for the body – 1.5 Footnote font – Times New Roman/Garamond, Font Size – 10; Line Spacing -1.0 Page Margins – Normal Page Size – A4; Orientation – Portrait Page Nos. – Bottom/Top – Use Plain number

Malware is a software used to disrupt computer operation, gather sensitive information, or gain access to private computer systems. It usually appears in the form of code, scripts, active content, and other software. ‘Malware’ refers to a variety of forms of hostile or intrusive software, for example, Trojan Horses, rootkits, worms, adware, etc.

Another way of committing cybercrime is independent of the Computer Network or Device. It includes Economic frauds. It is done to destabilize the economy of a country, attack on banking security and transaction system, extract money through fraud, acquisition of credit/debit card data, financial theft, etc.

The newest cyber vulnerabilities are not necessarily an organization’s biggest cyber threat. Verizon’s 2016 Data Breach Investigations Report found that most breaches are about money and attackers usually take the easiest route to obtain the information they need. Consequently, many common threats continue to be problematic in health care, including:

• Malware and ransomware: Cyber criminals use malware and ransomware to shut down individual devices, servers or even entire networks. In some cases, a ransom is then demanded to rectify the encryption.
• Cloud threats: An increasing amount of protected health information is being stored on the cloud. Without proper encryption, this can be a weak spot for the security of health care organizations.
• Misleading websites: Clever cyber criminals have created websites with addresses that are similar to reputable sites. Some simply substitute .com for .gov, giving the unwary user the illusion that the websites are the same.
• Phishing attacks: This strategy sends out mass amounts of emails from seemingly reputable sources to obtain sensitive information from users.
• Encryption blind spots: While encryption is critical for protecting health data, it can also create blind spots where hackers can hide from the tools meant to detect breaches.
• Employee error: Employees can leave health care organizations susceptible to attack through weak passwords, unencrypted devices and other failures of compliance.

Another growing threat in health care security is found in medical devices. As pacemakers and other equipment become connected to the internet, they face the same vulnerabilities as other computer systems. To ensure patient safety, the U.S. Food & Drug Administration recommended that both the manufacturer that creates the device and the health care facility that implants it take preventive security measures.

Strategies for improving cybersecurity

Due to the significant financial impact of data breaches in health care, health informatics and other professionals are playing an important role in ensuring that medical organizations remain secure. According to HealthIT.gov, individual health care organizations can improve their cyber security by implementing the following practices:

1.  Establish a security culture : Ongoing cybersecurity training and education emphasize that every member of the organization is responsible for protecting patient data, creating a culture of security.

2.  Protect mobile devices:  An increasing number of health care providers are using mobile devices at work. Encryption and other protective measures are critical to ensure that any information on these devices is secure.

3.  Maintain good computer habits:  New employee onboarding should include training on best practices for computer use, including software and operating system maintenance.

4.  Use a firewall:  Anything connected to the internet should have a firewall.

5.  Install and maintain anti-virus software:  Simply installing anti-virus software is not enough. Continuous updates are essential for ensuring health care systems receive the best possible protection at any given time.

6.  Plan for the unexpected:  Files should be backed up regularly for quick and easy data restoration. Organizations should consider storing this backed-up information away from the main system if possible.

7.  Control access to protected health information:  Access to protected information should be granted to only those who need to view or use the data.

8.  Use strong passwords and change them regularly:  The Verizon report found that 63 percent of confirmed data breaches involved taking advantage of passwords that were the default, weak or stolen. Health care employees should not only use strong passwords, but ensure they are changed regularly.

9.  Limit network access : Any software, applications and other additions to existing systems should not be installed by staff without prior consent from the proper organizational authorities.

10.  Control physical access : Data can also be breached when physical devices are stolen. Computers and other electronics that contain protected information should be kept in locked rooms in secure areas.

In addition to these recommendations, health data professionals are continually developing new strategies and best practices to ensure the safety of sensitive health data, protecting both the patient and organization from financial loss and other forms of harm.

About the Center for Research, Development, and Training in Cyber Laws & Cyber Security

The Centre for Research, Development, and Training in Cyber Laws and Cyber Security is a university-level research centre that was funded by the Tamil Nadu Government in 2022. The centre is dedicated to promoting awareness and providing training on cyber laws and cyber security to a range of professionals, and to bring awareness to Internet users. The focus is on technical issues related to the prevention of technology misuse and the effective enforcement of related laws. In addition, we organize various events under the scheme of Cyber Jagrukta (Security) Awareness Diwas such as webinars, translation series, essay writing competitions, and training programs, to further advance our goals.

About the Conference

The breakneck pace of advancement in Artificial Intelligence (AI) has led to its increased involvement in committing cyber crimes. Policymakers must develop proactive strategies for preventing crimes at this developmental stage, alongside sensitization and creating awareness about the dangers of AI in cybercrime. The conference aims to initiate and propagate discussion on these topics while encouraging academic discourse about the regulation of AI through paper presentations and a panel discussion featuring eminent scholars in the field of cyber crimes and Artificial Intelligence.

About the Conference:

The breakneck pace of advancement in Artificial Intelligence (AI) has led to its increased involvement in committing cyber crimes. It is crucial for policymakers to develop proactive strategies on preventing crimes at this developmental stage, alongside sensitization and creating awareness about the dangers of AI in cyber crime. The conference aims to initiate and propagate discussion on these topics while encouraging academic discourse about the regulation of AI through paper presentations and a panel discussion featuring eminent scholars in the field of cyber crimes and Artificial Intelligence.

About the Centre for Research, Development and Training in Cyber Laws and Cyber Security:

The Centre for Research, Development, and Training in Cyber Laws and Cyber Security is a university-level research centre, funded by the Tamil Nadu Government in 2022. The centre is dedicated to promoting awareness and provide training on cyber laws and cyber security to a range of professionals, and to bring awareness to Internet users. Our focus is on technical issues related to the prevention of technology misuse and the effective enforcement of related laws. In addition, we organize various events under the scheme of Cyber Jagrukta (Security)

Submission Guidelines:

An abstract of 300 words and 6 or 7 keywords has to be submitted.

The abstract must contain only the title of the paper.

The name of the author(s), designation, institutional affiliation, e-mail address, postal address, and contact number must be sent in a separate cover note along with the abstract.

Co-authorship is allowed up to a maximum of 2 authors.

Authors whose abstracts have been selected can submit the full papers of 3500 — 5000 words, including footnotes.

Submissions should be original and unpublished works. If any submission is found plagiarized, it will be rejected outright.

Acceptance of full papers will be intimated before the conference as per the mentioned timeline. Only accepted papers will be allowed to be presented.

Only 50 paper presenter slots shall be available .

Activists and doctors across India continued to protest on Wednesday to demand justice for a female doctor, who was raped and murdered while on duty in a hospital in the eastern city of Kolkata.

Feminist groups rallied on the streets in protests titled “Reclaim the Night” in Kolkata overnight on Wednesday – on the eve of India’s independence day – in solidarity with the victim, demanding the principal of RG Kar Medical College resign. Some feminist protesters also marched well beyond Kolkata, including in the capital Delhi.

What happened to the doctor in Kolkata?

A 31-year-old trainee doctor’s dead body, bearing multiple injuries, was found on August 9 in a government teaching hospital in Kolkata.

The parents of the victim were initially told “by hospital authorities that their daughter had committed suicide,” lawyer and women’s rights activist Vrinda Grover told Al Jazeera. But an autopsy confirmed that the victim was raped and killed.

Grover has appeared for victims in sexual violence cases in India in the past, including Bilkis Bano , a Muslim woman who was gang-raped during the 2002 Gujarat riots, and Soni Sori, a tribal activist based in Chhattisgarh state.

Thousands of doctors marched in Kolkata on Monday, demanding better security measures and justice for the victim.

On Tuesday, the Kolkata High Court transferred the case to the Central Bureau of Investigation (CBI).

The Federation of Resident Doctors Association (FORDA) called for a nationwide halting of elective services in hospitals starting on Monday. Elective services are medical treatments that can be deferred or are not deemed medically necessary.

On Tuesday, FORDA announced on its X account that it is calling off the strike after Health Minister Jagat Prakash Nadda accepted protest demands.

One of these demands was solidifying the Central Protection Act, intended to be a central law to protect medical professionals from violence, which was proposed in the parliament’s lower house in 2022, but has not yet been enacted.

FORDA said that the ministry would begin working on the Act within 15 days of the news release, and that a written statement from the ministry was expected to be released soon.

Why are some Indian doctors continuing to protest?

However, other doctors’ federations and hospitals have said they will not back down on the strike until a concrete solution is found, including a central law to curb attacks on doctors.

Those continuing to strike included the Federation of All India Medical Associations (FAIMA), Delhi-based All India Institute Of Medical Sciences (AIIMS) and Indira Gandhi Hospital, local media reported.

Ragunandan Dixit, the general secretary of the AIIMS Resident Doctors’ Association, said that the indefinite strike will continue until their demands are met, including a written guarantee of the implementation of the Central Protection Act.

Medical professionals in India want a central law that makes violence against doctors a non-bailable, punishable offence, in hopes that it deters such violent crimes against doctors in the future.

Those continuing to protest also call for the dismissal of the principal of the college, who was transferred. “We’re demanding his termination, not just transfer,” Dr Abdul Waqim Khan, a protesting doctor told ANI news agency. “We’re also demanding a death penalty for the criminal,” he added.

“Calling off the strike now would mean that female resident doctors might never receive justice,” Dr Dhruv Chauhan, member of the National Council of the Indian Medical Association’s Junior Doctors’ Network told local news agency Press Trust of India (PTI).

Which states in India saw doctors’ protests?

While the protests started in West Bengal’s Kolkata on Monday, they spread across the country on Tuesday.

The capital New Delhi, union territory Chandigarh, Uttar Pradesh capital Lucknow and city Prayagraj, Bihar capital Patna and southern state Goa also saw doctors’ protests.

Who is the suspect in the Kolkata rape case?

Local media reported that the police arrested suspect Sanjoy Roy, a civic volunteer who would visit the hospital often. He has unrestricted access to the ward and the police found compelling evidence against him.

The parents of the victim told the court that they suspect that it was a case of gang rape, local media reported.

Why is sexual violence on the rise in India?

Sexual violence is rampant in India, where 90 rapes were reported on average every day in 2022.

Laws against sexual violence were made stricter following a rape case in 2012, when a 22-year-old physiotherapy intern was brutally gang-raped and murdered on a bus in Delhi. Four men were hanged for the gang rape, which had triggered a nationwide protests.

But despite new laws in place, “the graph of sexual violence in India continues to spiral unabated,” said Grover.

She added that in her experience at most workplaces, scant attention is paid to diligent and rigorous enforcement of the laws.

“It is regrettable that government and institutions respond only after the woman has already suffered sexual assault and often succumbed to death in the incident,” she added, saying preventive measures are not taken.

In many rape cases in India, perpetrators have not been held accountable. In 2002, Bano was raped by 11 men, who were sentenced to life imprisonment. In 2022, the government of Prime Minister Narendra Modi authorised the release of the men, who were greeted with applause and garlands upon their release.

However, their remission was overruled and the Supreme Court sent the rapists back to jail after public outcry.

Grover believes that the death penalty will not deter rapists until India addresses the deeply entrenched problem of sexual violence. “For any change, India as a society will have to confront and challenge, patriarchy, discrimination and inequality that is embedded in our homes, families, cultural practices, social norms and religious traditions”.

What makes this case particularly prominent is that it happened in Kolkata, Sandip Roy, a freelance contributor to NPR, told Al Jazeera. “Kolkata actually prided itself for a long time on being really low in the case of violence against women and being relatively safe for women.”

A National Crime Records Bureau (NCRB) report said that Kolkata had the lowest number of rape cases in 2021 among 19 metropolitan cities, with 11 cases in the whole year. In comparison, New Delhi was reported to have recorded 1, 226 cases that year.

Prime Minister Modi’s governing Bharatiya Janata Party (BJP) has called for dismissing the government in West Bengal, where Kolkata is located, led by Mamata Banerjee of All India Trinamool Congress (AITC). Banerjee’s party is part of the opposition alliance.

Rahul Gandhi, the leader of the opposition in parliament, also called for justice for the victim.

“The attempt to save the accused instead of providing justice to the victim raises serious questions on the hospital and the local administration,” he posted on X on Wednesday.

Roy spoke about the politicisation of the case since an opposition party governs West Bengal. “The local government’s opposition will try to make this an issue of women’s safety in the state,” he said.

Have doctors in India protested before?

Roy explained to Al Jazeera that this case is an overlap of two kinds of violence, the violence against a woman, as well as violence against “an overworked medical professional”.

Doctors in India do not have sufficient workplace security, and attacks on doctors have started protests in India before.

In 2019, two junior doctors were physically assaulted in Kolkata’s Nil Ratan Sircar Medical College and Hospital (NRSMCH) by a mob of people after a 75-year-old patient passed away in the hospital.

Those attacks set off doctors’ protests in Kolkata, and senior doctors in West Bengal offered to resign from their positions to express solidarity with the junior doctors who were attacked.

More than 75 percent of Indian doctors have faced some form of violence, according to a survey by the Indian Medical Association in 2015.

What happens next?

The case will now be handled by the CBI, which sent a team to the hospital premises to inspect the crime scene on Wednesday morning, local media reported.

According to Indian law, the investigation into a case of rape or gang rape is to be completed within two months from the date of lodging of the First Information Report (police complaint), according to Grover, the lawyer.

The highest court in West Bengal, which transferred the case from the local police to the CBI on Tuesday, has directed the central investigating agency to file periodic status reports regarding the progress of the investigation.

The FIR was filed on August 9, which means the investigation is expected to be completed by October 9.
