Eight Keys to End Bullying

Everyone has a story when it comes to bullying. As a licensed social worker, school counselor, and national educator, I have heard many first-hand accounts of bullying, from triumphant efforts to end unwanted aggression to heart-wrenching stories of relentless torment. I am routinely appalled by how ubiquitous cruelty has become. 

Yet, despite the pain, I am hopeful. I believe we have an opportunity to change the culture of bullying among young people and I think the answer begins with those who live and work with young people every day.  It is not complicated policies or grandiose programs that make the most difference, but rather consistent, daily, nurturing acts of reaching out to both children who bully and those who are are the receiving end of cruelty that bring about the most meaningful and lasting change.

Here is an outline of key steps that have the greatest impact on helping kids, drawn from my new book, 8 Keys to End Bullying .

1. Know bullying when you see it

Bullying is clearly defined as having three elements: intentionally aggressive behavior that is repeated over time and involving an imbalance of power . It is most often used to gain social status, to maintain power and control over another, and for peer attention. 

In our culture of 24/7 news cycles and social media sound bites, we have a better opportunity than ever before to bring attention to this important issue. But when we overuse the term ‘bullying’ or make it synonymous with terms more related to everyday conflict,  we run the risk of making people so sick and tired of hearing about our issue that it loses its urgency as quickly as it rose to prominence.

It is important to distinguish behavior that rises to the level of bullying from behaviors that indicate rudeness or mean behavior so that teachers, youth workers, and parents know what to pay attention to and when to intervene.  We don’t want bullying in schools to become a “little boy who cried wolf” issue.

2. Establish connections with kids

Connections with kids are the essential prerequisite for any growth and change an adult can facilitate. When a child perceives that adults in his life are truly invested in his wellbeing and interested in his experiences, he is more willing to talk about what is going on in his life and to be open to adult feedback.

Without strong adult connections, kids that bully can act without the hindrance of adult disapproval, victims feel isolated from sources of potential support, and bystanders have no one to whom they can turn to report bullying behavior. Adults need to make it easy for kids to talk to them. Maintaining calm, expressing sympathy, thanking the child for having the strength to reach out, encouraging problem solving together, and following up later to make sure a proposed solution worked—those are all ways adults can support kids and nurture relationships that will help stop bullying.

If kids believe they are safe to reach out to adults, and that things will get better if they do, they will feel less isolated and will more likely report bullying.

3. Stop bullying whenever you see it

Most bullying goes unseen by adults—up to seventy-five percent of incidents happen in kid-only locations like the playground, bathroom, or the bus.

But when adults see something happening, they must be ready to intervene. The most effective approach to stopping bullying is often the least wordy one. In many cases, the briefer, the better. Here are some suggested statements teachers can make when they witness bullying:

  • “It’s not OK to say that to someone in my classroom. Are we clear?”
  • “Sending that kind of text about a classmate is unacceptable. That cannot happen again.”
  • “Leaving one kid out of the group is not going to work. Let’s fix this and move on.”

The benefit of brief statements like these is that they don’t humiliate or alienate anyone. Instead, they let everyone know the teacher is paying attention, and they send a strong signal that bullying won’t be tolerated.

4. Deal directly with cyberbullying

Adults have made a giant misstep in recent years by choosing not to take responsibility for responding to aggression that occurs through technology. School personnel say they can’t do anything because it didn’t occur at school; law enforcement say they can’t get involved unless there’s a clear crime; and parents don’t feel they can keep up with what their kids are doing online. This across-the-board abdication of responsibility by adults have given kids who bully evidence that they can control peer culture online, free and unfettered of adult intervention.

Cyberbullying can be distinctly harmful because it can occur anonymously and cruelty can go viral at the touch of a key. Kids find it far easier to be cruel when they don’t have to lock eyes with the object of their viciousness. There is no safe place for victims, because the online attack can happen without the victim being in the same place as the perpetrator.

One of the most important things that adults can do to prevent bullying online is to maintain strong connections with kids offline. Young people will never feel safe talking to adults about what is happening in cyberspace if their real-world relationships are not already strong.  Parents also play a key role in teaching kids commonsense standards for the use of technology, basing rules on values of kindness and compassion, and enforcing these agreements in consistently caring ways.

5. Build social and emotional skills

Stopping bullying means more than catching the perpetrators in the act. Instead, it begins by creating overall positive school cultures. That means taking concrete actions to champion acceptance, honor diversity, foster cooperation, establish connections with kids, and facilitate open communication among staff and students.

It also involves social and emotional learning. Bullying prevention programs that focus on building social and emotional competencies in all kids achieve better results than interventions aimed only at kids who bully. Social Emotional Learning (SEL) programs have been shown to create more positive peer relationships, build higher levels of caring and empathy, increase social engagement, and reduce problem behaviors. What’s more, on average students who receive SEL programming academically outperform their peers and graduate at higher rates.

SEL programming in schools can help prevent bullying in many ways: by increasing kids’ emotional regulation, by instructing kids on how to manage stress and control their impulses; by increasing empathy; by teaching problem-solving skills; by practicing assertive communication, and by fostering friendship skills.

6. Turn bystanders Into buddies

Research suggests that peers are present during nine out of every 10 incidents of bullying—but intervene on behalf of victims less than 20 percent of the time. When peers do step in to stop bullying, however, the episode stops within 10 seconds more than half of the time. Therefore, it’s incumbent upon adults to figure out best ways to encourage peers to intervene.

For kids to become empowered, they need to believe that stopping bullying starts with them. They must learn to feel a connection to a bullied child, understand that their friendships can endure doing the right thing, know how to use assertive communication, and feel confident that their intervention will have a positive impact.

Kids with high social status often make the best interveners, because of their outsized influence on the peer group and their relative immunity from the backlash of vengeful aggressors. Some of the most effective programs in schools build on this principle, pairing high-status kids with vulnerable peers. This experience benefits both the potential victim, who gains social status, and the high status kid, who learns the benefits of kindness and compassion.

7. Reach out to kids who bully

Because bullying is marked by repeated acts of aggression that intentionally harm others and is committed by individuals who hold more power than their victims, bullying behavior is predictive of troubling mental health and behavioral outcomes, like substance abuse, depression, and criminal behavior. For safety reasons alone, professionals and parents should reach out to kids who bully while they are young and their behavior is still highly changeable.

When approached by adults who are ready to listen, young people who bully tend to talk; when approached by adults who are ready to accuse, they tend to be defensive. Too often what’s meted out to kids who behave badly has more to do with fulfilling an adult’s need to win than with meeting a child’s need to learn, make amends, and grow. Instead of telling kids what they shouldn’t do, it’s more effective to say what they should do—to teach them appropriate social skills and ways of managing conflicts. Punishment alone does nothing to prevent future bullying and can, in fact, aggravate a bad situation.

8. Keep the conversation going

Many adults who desperately and genuinely want to do right by kids give up on even attempting to manage incidents of bullying because they feel so overwhelmed by the complexity of the challenge. There are other adults who operate strictly from a risk management perspective, going through the motions of intervening in bullying without assessing if their intervention is effective or sufficient.

But this is not enough to keep kids safe. Instead, opening up an ongoing dialogue with kids about social conflicts, friendships, and navigating difficulties they may face is more effective, because it shows you care and that you understand their world.

Maintaining an open dialogue about bullying and making sure we continue to shine a bright light on it is the only way we will bring an end to this long-standing problem. Only by keeping the conversation going will we be able to deter bullying in the future and keep all children safe.

Bullying is a form of scurrilous treatment which mainly entails emotional, physical or verbal harassment directed towards people of certain levels, gender, race and religion just to mention but a few. It mainly occurs when there is imbalance in power such that those deemed to be on the lower physical or social levels are bullied by those in the higher levels of power and social status.

Bullying can occur in many contexts especially where human beings interact with each other such as in the work places, learning institutions, family, churches among others. It is however more prone in schools as compared to the other areas. When bullying occurs, it causes oppression to the affected parties thus affecting their social life and studies in the case of students.

This paper is therefore an analysis of the possible causes and ways of preventing instances of bullying in schools by the police. Past and present approaches of addressing the issue of bullying in schools will further be discussed.

The problem of bullying in schools has been a major problem for many school going children and individuals. This is mainly because those who have undergone it or have seen fellow students in that situation will always have the fear of being in the same environment with the bullies.

As a matter of fact, recent research has shown that the instances of bullying in schools have been on the rise. This has been caused by the absence of ethos making some of the students or rather the bullies to obtain aggressive behavior to bully others.

It is for this reason that there has been need for the intervention of the community and the government to address the issue of bullying schools lest the school environment becomes the worst place to be in.

The fact that bullying in schools is very detrimental to the growth and psychological effects of most school going children leading to instances of depression, low self-esteem and in some cases suicide makes it require immediate causes of action to prevent it.

If this vice is left untreated, the school bullies end up being the societal criminals. School bullying has been identified to result into other antisocial behaviors such as shop lifting, drug and alcohol addicts, vandalism just to mention but a few. It therefore because of this reason that the police force comes in to prevent this act before it develops into more serious crimes.

To begin with is the enactment of the School Bullying Prevention Act which states regulates the control and discipline of school children thus prohibiting them from any form of harassment, bullying or intimidation in the school environment. Through the guidance of this policy, the police are therefore in a position to act in accordance to its provisions thus making any offender punishable under the law.

The police force can prevent instances of bullying in schools by visiting the nearby schools to give them presentation on bullying. This way, the students will understand the effects and consequences of bullying thus shun away from this practice.

Through the establishment of a good relationship with the school, the police force will educate the students on violent prevention and how they can deal with cases of bullying. This is to make sure that the students that nave been bullied report the matter to the authorities without fear since they are well informed of the measures to be taken. Through this information, the rate of bullying in schools will be reduced since the bullies will be aware of the impacts they could face after such acts.

A major obligation of the police force is that of provision of safety in the society. Therefore, the police force can use this as one way of dealing with bullying in schools. This is such that they ensure the school’s environment is very safe by making routine visits to the surrounding.

This will reduce bullying instances as the bullies usually use the hidden or the not-open ground to bully others. Thus in the instance that they are ware of police making visits in the school compound, they will deter from doing such acts for the fear of being caught.

Last but not least, the school’s administration should have direct hotline link with the police forces to ensure immediate response in case of bullying.

The problem of bullying in schools is not for a few but for everyone in the society. This is because the school children will at one point in time be members or leaders of the society. Therefore the community is no exception when it comes to dealing with the issue of bullying in schools. There are various community policy strategies that are applicable in stopping bullying in schools some of which include the following;

  • Involving professionals, parents, volunteers and the youth in the fight against bullying in school- This entails involving different groups and categories of people to advice and guide the children on bullying effects and impacts. These people could include the counselors who will have counseling sessions in schools to educate the children on how to deal with the problem of bullying for those addicted to it or on how to report it for the victims of bullying. Parents also play a great role by raising their children in a disciplined manner. All the aforementioned groups of people can again come together and form ‘stop bullying in schools’ campaign.
  • Raising community awareness; since bullying is often difficult at most times to understand, the community can raise awareness and inform people of how they can predict and recognize bullying. This will be through educating them on the signs of bullying and the consequent measures be taken.
  • Assessing the strength and needs of the community- This entails finding out how the society perceives the bullying vice and measures that have been put in place to deal with it. This way, one will be in a good position to know the requirements of the community in terms of the issue of bullying in schools.

From the above discussion, it can be clearly seen that bullying is a bone of contention for many people. Nevertheless, it is the responsibility of all ambers of the society to deal with the issue of bullying in schools and not to be left on the hands of the school administrators only. Despite the fact that bullying instances have been on the rise in the recent past, ideal measures have been put in place to deal with the issue unlike it was in the past years.

In recent years bullying has received greater attention in America’s schools, though the issue of bullying is hardly a new one. While many people might consider bullying to be a matter involving physical intimidation and even physical violence, the range of behaviors that comprise bullying are much broader, and include psychological as well as physical intimidation and actions. According to Long and Alexander (2010), bullying “has been defined as hostile actions, recurring over time that is deliberately destructive and occurs without provocation.” Long and Alexander go on to describe bullying as “a subtype of violent behavior,” driving home the point that the emotional impact of bullying is a form of violence even if no actual physical contact is involved. Bullying behaviors are not restricted to schools; they’re also found ion homes and other social settings, and even in the workplace among adults. From a statistical standpoint, however, bullying is especially pervasive among students of middle-school age (Long & Alexander), and as such it is of significant concern to administrators, teachers, and parents. The following paper examines some of the issues and problems associated with school bullying, as well as several possible solutions.

While bullying is associated with a number of problems for victims and those whose role it is to protect them, perhaps the most significant problem involving bullying is simply recognizing it. There are a number of reasons why bullying often goes unnoticed; among these is that many of the behaviors that constitute bullying often take place less overtly than some of the most blatant acts of physical intimidation or violence. Identifying is inherently subjective, and those who are tasked with identifying it and reporting it will not always see bullying when it occurs (Brank, Hoetger& Hazen, 2012). What might look like harmless teasing to one person might appear to be a clear case of bullying to another. Many forms of bullying fall under the heading of indirect or “relational” bullying, including gossip and rumor, social exclusion, and other social behaviors that can be difficult to identify as bullying (Long & Alexander). Another related problem is that even when some teachers or administrators are aware of bullying, they choose not to intervene. According to one study, 71% of teachers simply ignore most instances of bullying (Schroeder, 1999). Before any effective solutions can be found to bullying it is first necessary for teachers, administrators and parents to know how to identify it and to take it seriously.

Another set of problems associated with bullying are the risk factors that correlate to becoming a potential victim of bullying.Being the victim of bullying is known to be associated with a number of serious risk factors. Studies have determined that there are some cognitive and emotional factors that are commonly seen in victims, which seems to indicate a causal relationship between the two (Brank et al.) These include such conditions as Asperger’s syndrome, a condition on the autism spectrum that undermines an individual’s capacity to understand social norms and respond with socially appropriate behaviors. Children with stronger peer and friend relationships are less likely to be targeted for bullying, though there may be an inverse relationship at work, with victims of bullying retreating from social relationships, thereby affirming the conditions of victim status (Brank et al.). External factors such as socioeconomic background and race are also correlated with bullying, especially when these factors place victims in a social minority at school.

The most serious problems associated with bullying are, of course, the effects on victims. Bullying victims suffer from a range of problems, including higher rates of emotional disturbances such as depression and anxiety (Long & Alexander). Victims of bullying are at a greater risk of committing suicide, using drugs and alcohol, and becoming detached from social settings such as school and family (Brank et al). Victims may develop overt physical symptoms predicated by the stress of victimization, and often report headaches, stomachaches, and other ailments (Collier, 2013). Bullying has clear and often serious effects on victims.

Solving the problem of bullying has no one-size-fits-all solution, and typically requires a multi-pronged approach. The first step towards addressing the issue of bullying is simply raising awareness among responsible adults about the seriousness of the problem. Teachers, administrators, and parents must be given the tools and information to identify bullying behaviors and to understand their negative consequences in order to be able to intervene appropriately. This requires more than just informal conversations, and must include appropriate programs that are provided in an adequate and complete fashion. Settings fort this might include seminars and forums for school officials and teachers, as well as parent-teacher conferences and other settings where parents can be given educational materials and information about available resources.

This educational information must be backed up by practical structures and interventions in schools, with clearly-defined anti-bullying policies and clearly-defined consequences for students who victimize other students (Long & Alexander). Students must also be properly informed about the seriousness of bullying and about the consequences for bullies who engage in inappropriate behavior.  Many states have passed anti-bullying legislation which makes bullying a legal matter, and such legislation generally includes significant punitive measures for bullies, including suspension, expulsion, and even incarceration (Duncan, 2011). While such rules and laws are helpful and appropriate, the best way to protect potential victims is for those responsible for supervising students to intervene as early as possible to minimize the damage of bullying.

Parents of bullying victims can also take steps to minimize the effects of bullying. This can include providing “insulating or protective factors” (Brank et al) to help the victim avoid contact with the bully and to provide positive emotional support. For victims who do not have strong social bonds, parents can help by involving their children in activities of interest or, in some cases, switching schools or finding alternatives to typical education. Victims of bullying may be helped by counseling, and schools should help provide information about the resources available to victims and their families.

While bullying is clearly a serious problem for many victims, it is also clear that bullying behaviors often go unnoticed or ignored by those who are in a position to intervene. Teachers and school officials must learn to identify the range of bullying behaviors and to take these behaviors seriously, while school officials must provide appropriate information for teachers and establish guidelines and policies for students related to anti-bullying measures. Parents must learn to spot the signs that indicate their child is being bullied, and take advantage of the resources and information available to protect and help their children. There is no single solution to stopping bullying, but by working together, parents and schools can help to reduce the problem.

Bullying in childhood is a major public health problem that increases the risk of poor health, social and educational outcomes in childhood and adolescence. These consequences are felt by all those involved in bullying (bullies, victims and bully–victims) and are now recognised to propagate deep into adulthood. Cyberbullying is a relatively new type of bullying in addition to the traditional forms of direct physical, direct verbal and indirect bullying. Children who are perceived as being ‘different’ in any way are at greater risk of victimisation, with physical appearance being the most frequent trigger of childhood bullying. Globally, one in three children have been bullied in the past 30 days, although there is substantial regional variation in the prevalence and type of bullying experienced. The consequences of childhood bullying can be categorised into three broad categories: educational consequences during childhood, health consequences during childhood and all consequences during adulthood. Many dose–response relationships exist between the frequency and intensity of bullying experienced and the severity of negative health consequence reported. The majority of victims of cyberbullying are also victims of traditional bullying, meaning cyberbullying creates very few additional victims. Overall, adverse mental health outcomes due to bullying in childhood most severely impact on bully–victims. Bullying prevention is vital for the achievement of the Sustainable Development Goals, with whole-school cooperative learning interventions having the strongest evidence base for successful outcomes. Clear management and referral pathways for health professionals dealing with childhood bullying are lacking in both primary and secondary care, although specialist services are available locally and online.

Introduction

Bullying in childhood has been classified by the WHO as a major public health problem 1 and for decades has been known to increase the risk of poor health, social and educational outcomes in childhood and adolescence. 2 Characterised by repeated victimisation within a power-imbalanced relationship, bullying encompasses a wide range of types, frequencies and aggression levels, ranging from teasing and name calling to physical, verbal and social abuse. 3 The dynamics within such relationships become consolidated with repeated and sustained episodes of bullying: bullies accrue compounding power while victims are stripped of their own and become progressively less able to defend themselves and increasingly vulnerable to psychological distress. 4

However, only in the last decade have prospective studies been published that reveal the far-reaching effects of childhood bullying that extend into adulthood. There is now substantial evidence that being bullied as a child or adolescent has a causal relationship to the development of mental health issues beyond the early years of life, including depression, anxiety and suicidality. 5 As such, addressing the global public health problem of bullying in childhood has received increasing international attention and is vital for the achievement of Sustainable Development Goal 4. 6 The impact of the COVID-19 pandemic on child health and education has focused further attention on bullying in its digital form, so-called ‘cyberbullying’, the prevalence of which is feared to be increasing. 7

Types of bullying

Participants in childhood bullying take up one of three roles: the victim, the bully (or perpetrator) or the bully–victim (who is both a perpetrator and a victim of bullying). 5 Victims and bullies either belong to the same peer group (peer bullying) or the same family unit (sibling bullying), 8 although bullying frequently occurs in multiple settings simultaneously, such as at school (peer bullying) and in the home (sibling bullying), representing a ubiquitous ecology of bullying that permeates the child’s life.

Three main types of bullying are observed, the typical characteristics of which are illustrated in table 1 .

While traditional bullying has been recognised and studied for many decades 9 and is often accepted as an inevitable aspect of a normal childhood, 3 cyberbullying represents a relatively new phenomenon in which childhood bullying now takes place through digital modalities. The widespread uptake of electronic devices has reached almost complete saturation among adolescents in high-income countries, with users checking their devices hundreds of times and for hours each day. 10 While providing beneficial access to information and social support, this large and growing online exposure of young people renders them vulnerable to exploitation, gambling, and grooming by criminals and sexual abusers, as well as cyberbullying. 11 Due to the increased potential for large audiences, anonymous attacks and the permanence of posted messages, coupled with lower levels of direct feedback, reduced time and space limits, and decreased adult supervision, it is feared that cyberbullying may pose a greater threat to child and adolescent health than traditional bullying modalities. 12

Factors that influence bullying

Two large-scale international surveys regularly conducted by the WHO—the Global School-based Student Health Survey (GSHS) 13 and the Health Behaviour in School-aged Children (HBSC) study 14 —provide data from 144 countries and territories in all regions of the world. These data identify specific factors that strongly influence the type, frequency and severity of bullying experienced by children and adolescents globally. These factors, which are briefly described in table 2 , suggest that children who are perceived as being ‘different’ in any way are at greater risk of victimisation.

Prevalence of bullying

A 2019 report from the United Nations Educational, Scientific and Cultural Organisation (UNESCO) 15 examined the global prevalence of bullying in childhood and adolescence using data from the GSHS and HBSC studies along with addition data from the Progress in International Reading Literacy Study 16 and the Programme for International Students Assessment. 17 It found that almost one in three (32%) children globally has been the victim of bullying on one or more days in the preceding month, and that 1 in 13 (7.3%) has been bullied on six or more days over the same period. 15 However, there is substantial regional variation in the prevalence of bullying across the world, ranging from 22.8% of children being victimised in Central America, through 25.0% and 31.7% in Europe and North America, respectively, to 48.2% in sub-Saharan Africa. There is also significant geographical variation in the type of bullying reported, with direct physical and sexual bullying being dominant in low-income and middle-income countries, and indirect bullying being the most frequent type in high-income regions. Nevertheless, bullying is a sizeable public health problem of truly global importance.

Encouragingly, there has been a decrease in the prevalence of bullying in half (50.0%) of countries since 2002, while 31.4% have seen no significant change over this time frame. 15 However, 18.6% of countries have witnessed an increase in childhood bullying, primarily among members of one sex or the other, although in both girls and boys in North Africa, sub-Saharan Africa, Myanmar, the Philippines, and United Arab Emirates. 15

Since its appearance, cyberbullying has received substantial media attention claiming that the near-ubiquitous uptake of social media among adolescents has induced a tidal wave of online victimisation and triggered multiple high-profile suicides among adolescents after being bullied online. 18 19 However, a recent meta-analysis suggests that cyberbullying is far less prevalent than bullying in its traditional forms, with rates of online victimisation less than half of those offline. 20 The study also found relatively strong correlations between bullying in its traditional and cyber varieties, suggesting victims of online bullying are also likely to be bullied offline, and that that these different forms of victimisation reflect alternative methods of enacting the same perpetrator behaviour. Recent evidence from England also indicates a difference between sexes, with 1 in 20 adolescent girls and 1 in 50 adolescent boys reporting cyberbully victimisation over the previous 2 months. 21

Consequences of bullying

There is a vast range of possible consequences of bullying in childhood, determined by multiple factors including the frequency, severity and type of bullying, the role of the participant (victim, bully or bully–victim) and the timing at which the consequences are observed (during childhood, adolescence or adulthood). The consequences can be grouped into three broad categories: educational consequences during childhood and adolescence, health consequences during childhood and adolescence, and all consequences during adulthood. Each will now be discussed individually.

Educational consequences during childhood and adolescence

Children who are frequently bullied are more likely to feel like an outsider at school, 17 while indirect bullying specifically has been shown to have a negative effect on socialisation and feelings of acceptance among children in schools. 22 Accordingly, a child’s sense of belonging at school increases as bullying decreases. 22 In addition, being bullied can affect continued engagement in education. Compared with those who are not bullied, children who are frequently bullied are nearly twice as likely to regularly skip school and are more likely to want to leave school after finishing secondary education. 16 The effect of frequent bullying on these educational consequences is illustrated in table 3 .

Children who are bullied score lower in tests than those who are not. For example, in 15 Latin American countries, the test scores of bullied children were 2.1% lower in mathematics and 2.5% lower in reading than non-bullied children. 22 Compared with children never or almost never bullied, average learning achievement scores were 2.7% lower in children bullied monthly, and 7.5% lower in children bullied weekly, indicating a dose–response relationship. These findings are globally consistent across both low-income and high-income countries. 17

Health consequences during childhood and adolescence

Numerous meta-analyses, 2 23–26 longitudinal studies 5 27 28 and cross-sectional studies 29–31 have demonstrated strong relationships between childhood bullying and physical, mental and social health outcomes in victims, bullies and bully–victims. Some of these consequences are illustrated in table 4 . Reported physical health outcomes are mostly psychosomatic in nature. Most studies focused on the impacts on victims, although adverse effects on bullies and bully–victims are also recognised. Many studies identified a dose–response relationship between the frequency and intensity of bullying experienced and the severity of negative health consequence reported.

Summary of childhood health consequences of bullying during childhood

While there is significant regional variation, the association between childhood bullying and suicidal ideation and behaviour are recognised globally. 32 Alarmingly, childhood bully victimisation is associated with a risk of mental health problems similar to that experienced by children in public or substitute care. 33 Victimisation in sibling bullying is associated with substantial emotional problems in childhood, including low self-esteem, depression and self-harm, 8 and increases the risk of further victimisation through peer bullying. Overall, adverse mental health outcomes due to bullying in childhood appear to most severely impact on bully–victims, followed by victims and bullies. 34

Nine out of 10 adolescents who report victimisation by cyberbullying are also victims of bullying in its traditional forms, 35 meaning cyberbullying creates very few additional victims, 36 but is another weapon in the bully’s arsenal and has not replaced traditional methods. 37 Cyberbullying victimisation appears to be an independent risk factor for mental health problems only in girls and is not associated with suicidal ideation in either sex. 38 As such, traditional bullying is still the major type of bullying associated with poor mental health outcomes in children and adolescents. 21

Consequences during adulthood

A recent meta-analysis 39 and numerous other prospective longitudinal studies 40 41 that used large, population-based, community samples analysed through quantitative methods suggest that childhood bullying can lead to three main negative outcomes in adulthood for victims, bullies and bully–victims: psychopathology, suicidality and criminality. Some of these consequences are illustrated in table 5 .

A strong dose–response relationship exists between frequency of peer victimisation in childhood and adolescence and the risk of adulthood adversities. 39 For example, frequently bullied adolescents are twice as likely to develop depression in early adulthood compared with non-victimised peers, and is seen in both men and women. 41 Startlingly, the effects of this dose–response relationship seems to persist until at least 50 years of age. 33

The impact of childhood bully victimisation on adulthood mental health outcomes is staggering. Approximately 29% of the adulthood depression burden could be attributed to victimisation by peers in adolescence, 41 and bully victimisation by peers is thought to have a greater impact on adult mental health than maltreatment by adults, including sexual and physical abuse. 42 Finally, these consequences reach beyond the realm of health, as childhood bullying victimisation is associated with a lack of social relationships, economic hardship and poor perceived quality of life at age 50. 33

Bullying prevention

Until not long ago, being bullied was considered a normal rite of passage through which children must simply persevere. 3 However, the size and scale of its impact on child health, and later on adulthood health, are now clearly understood and render it a significant public health problem warranting urgent attention. 1 While parental and peer support are known to be protective against victimisation, regardless of global location, cultural norms or socioeconomic status, 43 structured programmes have been deployed at scale to prevent victimisation and its associated problems.

School-based interventions have been shown to significantly reduce bullying behaviour in children and adolescents. Whole-school approaches incorporating multiple disciplines and high levels of staff engagement provide the greatest potential for successful outcomes, while curriculum-based and targeted social skills training are less effective methods that may even worsen victimisation. 44 The most widely adopted approach is the Olweus Bullying Prevention Programme (OBPP), a comprehensive, school-wide programme designed to reduce bullying and achieve better peer relations among school-aged children. 9 However, despite its broad global uptake, meta-analyses of studies examining the effectiveness of the OBPP have shown mixed results across different cultures. 45–47

Cooperative learning, in which teachers increase opportunities for positive peer interaction through carefully structured, group-based learning activities in schools, is an alternative approach to bullying prevention that has recently gained traction and been shown to significantly reduce bullying and its associated emotional problems while enhancing student engagement and educational achievement. 48 Also housed within the educational environment, school-based health centres became popular in the USA in the 1990s and provided medical, mental health, behavioural, dental and vision care for children directly in schools, and have had some positive impacts on mitigating the prevalence and impact of bullying. 49 In the UK, school nurses act as liaisons between primary care and education systems, and are often the first to identify victims of bullying, although their numbers in the UK fell by 30% between 2010 and 2019. 50

Due to the link between sibling and peer bullying, there have been calls for bullying prevention interventions to be developed and made available to start in the home, and for general practitioners and paediatricians to routinely enquire about sibling bullying. 8

While countless cyberbullying prevention programmes, both offline and online, are marketed to educational institutions, only a small proportion have been rigorously evaluated. 51 Furthermore, as cyberbullying rarely induces negative impacts on child health independently, interventions to tackle these effects must also target traditional forms of bullying to have meaningful impact.

Addressing the global public health problem of bullying in childhood and adolescence is vital for the achievement of the Sustainable Development Goals. In recognition of this, UNESCO recently launched its first International Day Against Violence and Bullying at School, an annual event which aims to build global awareness about the problem’s scale, severity and need for collaborative action. 52 Meaningful progress on this problem is urgently needed to increase mental well-being and reduce the burden of mental illness in both children and adults globally. Suggestions for immediate action are briefly described in box 1 .

Actions needed to improve child health through the prevention of bullying

  • Promote the importance of parental and peer support in the prevention of bully victimisation across families and schools.
  • Educate health professionals about the consequences of childhood bullying and provide training and resources to allow identification, appropriate management and timely referral of such cases (see further).
  • Develop and make widely available bullying prevention interventions that tackle sibling bullying in the home.
  • Create and deploy whole-school cooperative learning approaches to reduce bullying within educational institutions.
  • Address cyberbullying with evidence-based interventions that also tackle traditional forms of bullying.
  • Increase awareness of the presentation and impacts of bullying on child health among primary care professionals.

What to do if you suspect childhood bullying

GPs should be prepared to consider bullying as a potential contributory factor in presentations of non-specific physical and mental health complaints from children. While GPs recognise their responsibility to deal with disclosures of childhood bullying and its associated health consequences, they often feel unable to adequately do so due to the constraints of time-pressured primary care consultations, and uncertainty around the specialist services to which such children can be appropriately referred. 53

Clear management and referral pathways for health professionals dealing with childhood bullying are lacking in both primary and secondary care. Local, national and online antibullying organisations, such as Ditch the Label 54 and the Anti-Bullying Alliance, 55 provide free advice for children affected by bullying, and their parents, teachers and health professionals, along with free online certified CPD training for anyone working with children. School nurses continue to act as liaisons between primary care and education systems 56 and should be central to the multidisciplinary management of childhood bullying. Finally, if bullying is considered to be contributory to childhood depression, child and adolescent mental health services, along with primary care practitioners and educational professionals, should work collaboratively to foster effective antibullying approaches. 57

  • An Imbalance of Power: Kids who bully use their power—such as physical strength, access to embarrassing information, or popularity—to control or harm others. Power imbalances can change over time and in different situations, even if they involve the same people.

Bullying includes actions such as making threats, spreading rumors, attacking someone physically or verbally, and excluding someone from a group on purpose.

Talk with your child about bullying

Even if you don't think your child is bullied, a bully, or a bystander, you will be helping protect your child just by asking these questions. 

How are things going at school?

What do you think of other kids in your class?

Does anyone get picked on or bullied?

What is lunchtime like? (or recess)

​Is anyone texting, tweeting, or posting mean things on social networks?

Help your child r​esist bullying

You cannot always help your child avoid all bullying, but you can help him build coping skills to deal with difficult situations. Spend time with your child, show him love and encouragement, and model good behavior toward others. Talk through difficult situations with your child so he knows he can trust you with his problems. 

When your child is ​bullied

It can be upsetting to find out your child has been bullied. Let her know you are there for her, willing to listen, and taking action to make sure it doesn't continue. Here are some things you can do. 

Help your child learn how to respond.  For example, “Let's talk about what you can do and say if this happens again."

​Teach your child how to 

Look the bully in the eye.

Stand tall and stay calm.

Not respond to electronic messages and cut off communications with those who are sending unwanted messages.

Show bullying texts, posts, or e-mails to a parent or other trusted adult.

Teach your child how to say in a firm voice.

“I don't like what you are doing."

“Please do not talk to me like that."

“Why would you say that?"

For many children, these skills do not come naturally. It is like learning a new language—lots of practice is needed. Practice so, in the heat of the moment, these skills will come to your child naturally. 

Teach your child when and how to ask for help.  Your child should not be afraid to ask an adult for help when bullying happens. Since some children are embarrassed about being bullied, parents need to let their children know being bullied is not their fault.

Encourage your child to make friends with other children.  There are many adult-supervised groups, in and out of school, that your child can join. Invite your child's friends over to your home.

Support activities that interest your child.  By participating in activities such as team sports, music groups, or social clubs, your child will develop new abilities and social skills. When children feel good about how they relate to others, they are less likely to be picked on.

Alert school officials to the problems, and work with them on solutions.  Since bullying often happens outside the classroom, talk with the principal, guidance counselor, or playground monitors, as well as your child's teachers. Write down and report all bullying, including cyberbullying, to your child's school. By knowing when and where the bullying occurs, you and your child can better plan what to do if it happens again.

When your c​​hild is the bully

No parents want to think their child would bully a​nother child, but it does happen and parents must be ready to respond. If you know your child is bullying someone, take it very seriously. 

Now is the time​​ when you can change your child's behavior. 

In the long run, bullies continue to have problems. These often get worse. If the bullying behavior is allowed to continue, these children often become adults who are much less successful in their work and family lives and may even get in trouble with the law. 

Help your child understand what bullying is and why it is a problem. Help your child understand how bullying hurts other children. Give real examples of the good and bad results of your child's actions.

Set firm and consistent limits on your child's aggressive or hurtful behavior. Be sure your child knows that bullying is never OK.

Be a positive role model. Children need to develop new and constructive ways for getting what they want. All children can learn to treat others with respect.

Use effective, nonphysical discipline, such as loss of privileges. When your child needs discipline, explain why the behavior was wrong and how your child can change it.

Find positive ways to stop bullying with the school principal, teachers, counselors, and parents of the children your child has bullied,

Supervise your child and help develop individual skills and interests. Children with too much “time on their hands" are more likely to find themselves in bad situations.

Supervise their time online, and monitor what sites they are visiting. Require them to friend you on social media sites and share their passwords with you.

​Ask for help. If you find it difficult to change the behavior, reach out to a professional, like a teacher, counselor, or your child's pediatrician.

When your child​ is a bystander

Most children are neither bullied nor bu​​llies— they just watch. There are things your child can do to help stop bullying. 

Don't give bullying an audience. Often, those who bully are encouraged by the attention they receive from bystanders. Children can help stop bullying by actively not supporting it.

Set a good example.

Help the child who is bullied get away.

Tell a trusted adult. Talking with an adult is not tattling. Standing up for another child by getting help is an act of courage and safety. To make it easier, suggest taking a friend.

  • ​Be a friend. Children can help someone who's been bullied by simply being nice to him. Being friendly can go a long way toward letting him know that he's not alone.

It is important for everyone in the community to work together to build a safe environment for all children. Partner with your child's pediatrician, school district, and local community leaders to create anti-bullying messages and policies. Find more information at StopBullying.gov​ . 

To Ban or Not to Ban? Educators, Parents, and Students Weigh In on Cellphones

One reason policing cellphones in schools is so challenging is because of stakeholders’ varying opinions on their presence in the classroom, along with different views on how the problem should be dealt with—if at all.

Simultaneously taking into account the interests of students, parents, and teachers in crafting cellphone policies has proven to be a challenge. For example, while teachers may want the constant distractions of cellphones—and the hundreds of notifications they deliver each day —removed, parents may desire the security of reaching their children at any time.

Various educators have outwardly opposed the use of cellphones in classrooms, citing students’ inability to remain focused while having access to their devices. Yet educators are still divided on banning cellphones in the classroom altogether.

Education Week has spoken with many school community members, from superintendents to students, to hear their points of view. Here, we share some of the major themes that have emerged from their comments and thoughts—from Education Week reporting and recent surveys from the EdWeek Research Center.

Teachers find cellphones a major classroom distraction

According to an October 2023 EdWeek Research Center survey , 24 percent of teachers thought cellphones should be banned from school campuses altogether. The growing push to restrict cellphones at school has come amid increasing concerns about and studies pointing to children’s deteriorating mental health in connection to smartphone and social media use .

Kelly Chevalier, a science teacher at Crown Point High School in northwest Indiana, told Education Week in April that her students are constantly on their phones —be it for messaging their friends, Googling information, or just playing games—describing their use as “an addiction.”

The idea of being without their phone for three hours—it literally causes some of them physiological anxiety.

As part of that October survey by the EdWeek Research Center, over 200 educators used an open-ended question to vent about their growing concerns over cellphones.

Some compared students’ use of cellphones to an addiction or described circumstances in which students became panicked over having their cellphones taken from them .

It’s impossible as a teacher to compete with the allure and addiction to the cellphone. It’s constantly alerting them, pinging, chiming, and crying for their attention.

Administrators agree banning phones on campus, some concerned with social media’s impact on student well-being

According to the EdWeek Research Center’s survey, 21 percent of principals agreed that cellphones should be banned on campus, as well as 14 percent of district leaders.

A 2022 Nature Communications study of over 17,000 teenagers and young adults suggests middle school students, in particular, are more vulnerable to the negative effects of social media.

Students have made their voices heard on the negative impacts of social media, from worsening grades to cyberbullying . Charles Longshore, assistant principal of Dothan Preparatory Academy in Dothan, Ala., has seen it firsthand with his 7th and 8th grade students.

Longshore blames cellphones for “seriously undermining” the climate of his school, causing him to spend more of his time dealing with phone-related disciplinary referrals and arguments. As a result, Longshore supports barring students from cellphone use during school hours.

Our population being in that rough transitional phase in their lives in general, what their minds are going through, their bodies are going through, socially what they are going through, [cellphones] were the ultimate distraction.

The school’s ban on cellphones stemmed from the serious distractions they presented for students in the classroom and on campus.

Social media is an important aspect of the cellphone use debate largely because, according to a 2023 Pew Research Center survey , 58 percent of teens ages 13-17 use TikTok daily, and around 50 percent use Snapchat and Instagram daily. As Dothan, Ala. administrators have seen , social media has become a source of public embarrassment and bullying among students.

In fact, a 2024 EdWeek Research Center survey found that 92 percent of educators believe social media has a somewhat negative to very negative impact on how students treat others in real life.

Students and parents weigh in on cellphone and social media bans

While many educators openly oppose students’ use of cellphones at school, some parents and students believe avoiding or restricting cellphone use may actually hurt students’ emotional and academic development.

Ava Havidic, a recent graduate of Millennium 6-12 Collegiate Academy in Tamarac, Fla., and a student facilitator for the National Association of Secondary School Principals’ Student Leadership Network on Mental Health, believes preparing students for the future does not require banning their use of cellphones and social media.

Whether we put bans on social media, it's just going to make it harder for them to face those challenges in the future. For example, if they don't have access to [phones] in class, what about in college when they have the freedom to do that?

Trent Bowers, superintendent of the Worthington district in the Columbus, Ohio, metro area is a father of three and believes teachers and parents should have more engagement in crafting new policies. But he does agree with the positive implications of a cellphone ban.

As a dad of three daughters, one still in high school, I see real pluses and minuses for the time they spend on phones. Speaking as a dad, I wouldn't have minded for them not to have the ability to be on phones for six or seven hours a day because it would've just given them a break from that.

Some teachers and experts believe in a more balanced approach to cellphone bans

With rising phone ownership among students ages 8-18, some teachers don’t believe in challenging the use of cellphones in school.

Nicole Clemens, an English teacher at a central Missouri high school, believes educators need to come to terms with coexisting with phones. While Clemens teaches at the same high school her daughter went to in June 2022, she still finds it comforting to be able to reach her through a text.

There are so many teachers who are anti-cellphone, and I just think that that ship has sailed. You don’t have to like them, but you do have to figure out how to coexist with them.

Clemens believes students should be taught the importance of using their devices responsibly , instead of having them completely taken away.

According to research by Common Sense Media , 43 percent of children ages 8-12, and 88-95 percent of teenagers age 13-18 own a smartphone. In fact, about half of children in the United States own a smartphone by the time they are 11.

Dr. Michael Rich, a pediatrician and the director of the Digital Wellness Lab at Boston Children’s Hospital, is concerned with cellphones being too much of a distraction, but believes schools should avoid banning them, as such a move can feel “threatening to parents” who want to be in contact with their children during school hours.

They’re building their own society. If you have Mom or Dad in your head all day long, [adolescents] never get to learn or practice taking care of themselves or being themselves in that environment.

Rich suggests a cellphone-free environment for students, without the restrictions of a ban, which could spark resistance from parents.

David Yeager, a psychology professor at the University of Texas at Austin, believes the struggle between educators and students over cellphones is making the problem worse. He said it’s important for educators to understand why cellphones and social media are so alluring to the adolescent brain.

If adults learn to see teenagers’ phone use in a more compassionate way, that our entire economy has squeezed this huge source of information about their social well-being into this tiny device, it’s totally reasonable for them to pay attention to that device.

Yeager also believes a ban is unnecessary and that “empathy from educators can go a long way,” given the idea that cellphone use is constantly seen as a sign of defiance or a student’s lack of impulse control .

A Colorado high school lifted its ban on cellphones and has decided to incorporate the devices into instruction. Chris Page, principal of Highlands Ranch High School in Highlands Ranch, Colo., feels cellphones present useful educational opportunities for students and educators.

There are 100,000 ways that kids use their cellphones and the other half of this is that it’s hard to tell a kid not to use their cellphone when the adult in front of them has to use theirs. We decided we just weren’t going to fight that fight anymore.

While Page encourages the students’ use of cellphones in the classroom, teachers create their own rules regarding their use. Page believes it’s his school’s responsibility to teach students how to manage their cellphone use to prepare them for college and work.

DECA Competitive Events

National Academic League

As middle and high school student teams compete to answer questions aligned to national standards, they must also cooperate and use teamwork to tackle each quarter’s new challenge. Each school can field a team of 15 to 40, giving lots of kids a chance to participate.

National History Day (NHD)

National History Day (NHD) is an annual event for teachers and students in grades 6–12 that promotes critical thinking skills through project-based learning. Students begin their journey by presenting their projects in classrooms, schools, and districts around the world. Top entries are invited to the state/affiliate-level contests. The top two entries in every category at the state/affiliate level are then invited to the National Contest.

National Young Composers Challenge

The challenge is simple: First, students write their own composition for a small ensemble (two to six instruments) or full orchestra. Then, a panel of judges chooses the top three orchestral and top three ensemble compositions to be performed and recorded by the Orlando Philharmonic Orchestra at the NYCC Composium held in Orlando, Florida.

New York Times Student Writing Contests

Each month, the New York Times announces a new writing contest for middle and high school students ages 13 to 19. The topics and requirements are different each month, with something to appeal to all sorts of young authors and journalists.

PicoCTF Cybersecurity Competition

PicoCTF is a computer security game for middle and high school students. The game consists of a series of challenges centered around a unique storyline where participants must reverse-engineer, break, hack, decrypt, or do whatever it takes to solve the challenge. The challenges are all set up with the intent of being hacked, making it an excellent, legal way to get hands-on experience.

Princeton 10-Minute Play Contest

Looking for student writing contests for budding playwrights? In this competition, judged by the theater faculty of Princeton University, students submit short plays in an effort to win recognition and cash prizes of up to $500. (Note: Only open to 11th graders.)

Scholastic Art & Writing Awards

The nation’s longest-running, most prestigious recognition program for creative teens (ages 13+, grades 7–12) awards scholarships and gives kids a chance to showcase their skills for some of the foremost leaders in the arts.

Slingshot Challenge

Produce a 1-minute video with a solution to a current environmental problem (think: uniting creative waste reducers on social media or rehabilitating forests affected by fire) for the chance to receive up to $10,000 in funding.

Solve for Tomorrow

The Samsung Solve for Tomorrow competition invites middle and high school teachers to lead a group of students in creating a STEM-centered solution that addresses a need in their communities. Teachers and students compete to win a share of $2 million for their schools. The National Winner prize is $100,000 in technology and classroom materials.

Space Settlement Design Competitions

These events emulate, as closely as possible for high school students, the experiences of working as members of aerospace design and proposal teams. Students learn cooperation, management, and communication skills. Finalists win the chance to travel to Kennedy Space Center!

Stossel in the Classroom

Stossel in the Classroom wants to know what high school and middle school students think about entrepreneurship and innovation. With $20,000 in cash prizes up for grabs, kids can enter the essay contest or the video contest . There are bonus prizes for teachers too!

United States Academic Decathlon

The United States Academic Decathlon is a 10-event scholastic competition for teams of high school students. Each high school enters a team of nine students: three honors students (3.80–4.00 GPA), three scholastic students (3.20–3.799 GPA), and three varsity students (0.00–3.199 GPA). They’ll need a wide variety of academic knowledge and skills to come out on top!

U.S. National Chemistry Olympiad

This tiered competition for high school students consists of a series of chemistry exams. Local winners move on to the national exam, whose winners participate in a study camp and international exam contest over the summer.

World of 8 Billion Video Contest

Middle and high school students create a short video—up to 60 seconds long—about human population growth that highlights one of the following global challenges: climate change, gender equality, or waste. Kids can win up to $1,200!

Future City

Future City is a project-based learning program in which students in 6th, 7th, and 8th grades imagine, research, design, and build cities of the future.

The Hardest Math Problem

This contest challenges students in grades 6–8 to practice critical thinking supported by accurate computation. Both kids and their teachers are eligible for prizes.

New Moon Girls

New Moon Girls publishes contributions from girls ages 8–14. The magazine publishes four times each year, and submissions are more likely to be published if they fit an upcoming editorial theme.

Ocean Awareness Contest

Students ages 11 to 18 can learn about environmental issues through art-making and creative communication, explore their relationship to a changing world, and become advocates for positive change. Promising Young Writers Program

Teachers and schools can nominate 8th grade students to compete in this contest. Nominees submit a piece of writing based on the year’s prompt. Winners receive certificates in various levels of distinction.

Kids 13 and under can enter any nature-themed photo they’ve taken on their own using a camera or phone camera app. Every month, winners will be selected by the judges and posted on the contest homepage in the Recent Contest Winners slideshow. Rubber Band Contest

This contest challenges students in grades 5–8 to design and create a working invention/artwork that incorporates at least one rubber band. Students can compete in one of two separate divisions: Arts & Leisure or Science & Engineering. Winners receive up to $300.

Young Scientist Challenge

Students in grades 5–8 create a one-to-two-minute video describing a new, innovative solution that could solve an everyday problem. Ten finalists will be chosen for their passion for science, spirit of innovation and ingenuity, and effective communication skills.

YouthPLAYS Prospective Authors

Authors 19 and under can submit a one-act play to the New Voices competition. They’re particularly interested in plays that speak to BIPOC teens and youth.

Doodle for Google

The Lowell Milken Center for Unsung Heroes Discovery Award provides students in grades 4–12 a unique opportunity to research primary sources and develop outstanding projects that feature unsung heroes who can serve as role models and inspire others to create change.

EngineerGirl Writing Contest

Each year, EngineerGirl sponsors an essay contest with topics centered on the impact of engineering on the world. Students can win up to $500 in prize money. This contest is a nice bridge between ELA and STEM and great for teachers interested in incorporating an interdisciplinary project into their curriculum. It’s open to students in grades 3 and up.

Invention Convention

The Invention Convention program is a K–12 project-based learning curriculum to help students learn to think critically by identifying problems in their world. Inventors and entrepreneurs are invited to compete at prestigious annual events.

NAfME Music Competitions

The National Association for Music Education (NAfME) holds multiple music competitions each year for composers and songwriters in several categories. Students of all ages are eligible to win cash prizes.

NASA CineSpace Short Film Competition

Competitors submit a short film inspired by, and using, actual footage from NASA’s digital archives for a chance to earn cash prizes and have their film screened at the Houston Cinema Arts Festival, held each November. Although entrants must be at least 18 to enter, parents and guardians can enter submissions on behalf of their children.

NASA Langley Student Art Contest

The contest is open to all K–12 students attending public, private, parochial, and homeschool who are residents of the United States, and grades K–12 of U.S. military members stationed overseas.

National History Bowl

The National History Bowl is a buzzer-based history quiz competition for teams of up to six students ages 19 or younger. Local competitions send their winners on to compete in the national championships.

National PTA Reflections Awards

Students of all ages create and submit original works of art in the areas of dance choreography, film production, literature, music composition, photography, and visual arts. Local winners move on to the regional, state, and national levels. National-level awards include an $800 prize and a trip to the National PTA Convention.

National Spelling Bee

Students With Solutions

This project is designed for educators to engage their students in bullying prevention. Students watch a video followed by a handout review. Then they respond to the content in their own creative way through art, writing, graphics, or videos for the chance to win prizes for their school.

N.J. school board member tried to get her kid’s bullying suspension reversed, ethics board says

A school board member in Warren County tried to use her position to intervene when a harassment, intimidation and bullying complaint was filed against her child, according to an ethics complaint ruling by state officials.

Lisa Moyer, a now-former member of the Allamuchy Township Board of Education, violated several sections of the School Ethics Act when she pushed to have her child’s suspension reversed, the state School Ethics Commission ruled earlier this year.

New Jersey Acting Education Commissioner Kevin Dehmer, who has the final say on penalties, agreed with the commission’s recommendation to reprimand Moyer. The commissioner’s decision was issued April 11.

Moyer declined to comment.

Allamuchy Township Superintendent Melissa Sabol declined to comment on behalf of the board of education. The state Department of Education declined to comment, citing the ruling.

“The Department does not comment on legal decisions; the ruling speaks for itself,” said Howard Seidman, a department spokesman.

In March 2022, a group of six board of education members filed a complaint against Moyer with the state School Ethics Commission. She alleged their complaint was frivolous and filed a motion to dismiss it.

The School Ethics Commission agreed to dismiss some of the alleged ethics violations, but not all, according to the decision .

Moyer alleged her child was “physically assaulted” and punished before officials launched the harassment, intimidation and bullying investigation that led to the child’s “unjustified suspension.”

She and her husband requested the decision be removed from their child’s permanent record, according the school ethics board decision. The ethics board documents do not say who the student was accused of bullying or provide any details about the allegations.

Before a January 2022 school board meeting, the Allamuchy superintendent refused Moyer’s request to remove the decision from the child’s record and denied a request to bring the matter before the full school board, the decision said.

Moyer confronted the superintendent and “pressed on to the point of threatening her,” according to testimony quoted in the ethics board decision. Moyer allegedly emailed the school board and the superintendent about reversing the bullying decision without saying she was writing as a parent and not a school board member.

She was also accused of sending an email to the school board attorney that said, “No offense . . . but my legal counsel runs rings around you and your firm . . . Besides the obvious that I am a client there is also a moral obligation that a normal person would naturally feel after hearing what happened to a child. But because your client is devoid of any of those natural feelings we are now all in the mess that we are finding ourselves in.”

Moyer later testified that “everything she did was to advocate on behalf of her (child) who she feels was being unfairly treated,” the ethics board decision said.

She also alleged the school board and superintendent “have waged retaliation by all out harassment, slander, and a smear campaign” of her and her family, according to ethics commission documents.

Moyer claimed the school board president removed her from her position as the liaison to Hackettstown High School and slandered her at a board meeting.

In December, the ethics complaint against Moyer went before an administrative law judge, who found Moyer acted inappropriately when advocating to reverse her child’s suspension. Then, the case went back to the state School Ethics Commission, which voted to recommend the reprimand.

Moyer’s husband also spoke about their child’s punishment during a public session at a board meeting and asked for clarification on a board policy, according to the ethics commission decision. Eventually, the couple got an attorney and filed a lawsuit against the school district, which has since been resolved, the ethics commission said.

Moyer also filed a complaint with the School Ethics Commission in August 2022 alleging the school board president violated the School Ethics Act. The commission dismissed the complaint in December 2022, saying there were not “sufficient credible facts.”

SeaWorld “Bullies Its Employees,” Ex-Trainer Claims Animal Care Is Declining

A former SeaWorld Orlando employee has claimed that the park is mistreating both its employees and animals.

Since the release of Blackfish (2013) , negative opinions about SeaWorld’s theme parks have become increasingly common. The documentary – which followed Tilikum, a killer whale involved in three of the four fatal attacks of orcas on humans – puts forward a pretty convincing argument that marine mammals do not belong in tanks.

SeaWorld Orlando, SeaWorld San Diego, and SeaWorld San Antonio have all made several key changes since the documentary’s release. Its orca breeding program was axed in 2016 , making the current generation the last to live in SeaWorld’s parks. Trainers are also no longer allowed in the water with killer whales, and shows have shifted to educational presentations rather than entertainment.

While there are still those who refuse to visit SeaWorld parks, others have taken these changes in stride and accepted them as significant attempts to improve the care given to its animals.

However, a former SeaWorld trainer has penned an essay for The Orlando Sentinel about their time working at the park to claim that SeaWorld’s quality of care has declined massively in the past decade.

Valerie Greene, who worked as an animal trainer at SeaWorld Orlando from 2005 to 2016, claimed that Dawn Brancheau’s death (which sparked the production of Blackfish ) was a turning point for the park.

“In the aftermath of Dawn’s death, OSHA regulations dictated the types of interactions we could have with the killer whales , including the banning of waterwork,” she said. “The removal of waterwork interactions didn’t just erase intimacy from SeaWorld’s shows; it erased the intimacy in the whales’ lives too.”

Brancheau was famously killed by Tilikum during a Dine With Shamu show . The orca – who had already killed two other humans prior to this point, including a man who climbed into his tank several years earlier – pulled Brancheau into the water by her ponytail and left her with “multiple traumatic injuries and drowning.”

Greene – who was a first responder on the day of Brancheau’s death – added that “Dawn’s death and the ensuing regulatory and public pressure marked the end of the quality of care necessary for killer whales to thrive in captivity.”

As an example, Greene pointed to another incident in June 2022 that she believes would not have happened if SeaWorld gave its animals the care and attention they require.

“Liz [Thomas, an old-time SeaWorld trainer who inspired Greene to join the industry] was injured while picking paint chips out of one of the whale’s mouths,” Greene explained. These paint chips can be deadly if ingested. “SeaWorld’s pools should never have been allowed to deteriorate to the point where paint was chipping off the walls,” she added.

The incident detailed by Greene involved a two-and-a-half-ton killer whale known as Malia. Reports claimed that the trainer involved had broken SeaWorld’s three-foot rule when the whale bit, then “immediately” released her. She was taken to Orlando Regional Medical Center and underwent surgery for multiple fractures in her forearm and wrist.

Considering previous incidents at the park, one would assume that SeaWorld would celebrate the fact that this was a near-miss rather than a deadly incident . However, Greene claimed that SeaWorld blamed Thomas and “moved her out of Shamu Stadium — her home of 40 years.”

Thomas subsequently left SeaWorld and “moved on with her life,” according to Greene.

However, she added that “watching this felt like a smack in the face to SeaWorld’s animal trainers. I thought the trainers were important to the SeaWorld brand, but this proved that assumption wrong. SeaWorld cannot claim to be pro-animal welfare when it bullies its own employees.”
