Applying to study in Egyptian universities and institutes for international students for the academic year 2021/2022 - the first university stage (Study in Egypt initiative)

The Central Administration for International Student Affairs at the Egyptian Ministry of Higher Education announces for the applying to study in Egyptian universities and institutes for international students for the academic year 2021/2022 within the “Study in Egypt” initiative launched by the Egyptian Ministry of Higher Education.

Submission conditions: • The applicant must be a non-Egyptian. • The student must apply through the website of the study in Egypt platform https://admission.study-in-egypt.gov.eg , bearing in mind that the student writes his name according to the passport and the application will be starting on 5/20/2021. • The applicant must have a high school diploma or its equivalent. • Complete the papers and documents required to apply.

Documents required to apply on the official website: • A copy of the educational certificate. • A valid passport copy. • A personal photo of the student. • A copy of the aptitude test, if any.

The National Strategy for Higher Education 2030

At the invitation of Dr. Ayman Ashour, minister of Higher Education and Scientific Research, I had the pleasure of attending a conference unveiling Egypt’s national strategy for higher education, titled “Egypt’s Vision 2030.” A large number of ministers from the ministries of Education, Planning, Health and others were present. I commend Dr. Ashour’s work on this front. It is a successful start for the minister as he embarks on his new role in this ministry. Promoting the state of Egypt’s education system is in line with the country’s comprehensive development plan, initiated by the Ministry of Planning in order to serve as a framework for the work of other ministries and state agencies by 2030. My studies in the United States, where I obtained a one-year diploma in business administration, taught me the importance of having a comprehensive development plan or strategy for the work of one’s ministry, authority or governorate. As such, I personally implemented this approach when I began serving as governor of Luxor, where I created a comprehensive development plan for the governorate. It was the foundation upon which I set out to develop Luxor during my time there, especially as it was linked to the comprehensive development plan of the state. My American professors emphasized that any comprehensive development plan or strategy should not exceed 25 years, as there are many variables that shift and change on a regular basis. Studies in the United States have confirmed that this plan or strategy must be reviewed every five years, in order to account for new variables that arise, and be in line with the general plan of the state. For example, a comprehensive development plan of a given ministry must be congruent with the ideas, goals and outcomes of the state plan itself, and it must begin and end at the same time. The Ministry of Education’s strategy revealed last week is fully in line with the government’s 2030 plan. Upon assuming his role at the Ministry of Education and Scientific Research, Dr. Ayman Ashour wisely prepared a strategic plan for higher education and research that would guide the ministry over the coming years. His idea was indeed smart. The ministry’s new strategy aims to ensure that Egyptian university graduates have the qualifications required in the Egyptian and Arab labor markets. The second axis of this strategy revolves around building a clearer relationship between higher education, scientific research and the comprehensive development plan. This will help address questions raised among the Egyptian public. For instance, what have been the results of scientific research in Egypt? Why has there been a lack of new scientific research in certain fields? This strategy aims to ensure that the Egyptian people can benefit from the knowledge and expertise of their universities. The goal is to bridge the gap between educational programs and the needs of each region of Egypt according to its economic activities, as well as to solve complex problems within society through the development of education programs. Ultimately, this strategy aims to increase production rates and achieve the goals of Egypt’s Vision 2030. The COVID-19 pandemic provided an opportunity for us to explore distance education, which has been beneficial to students, particularly those in rural areas. The strategy also includes effective participation of university hospitals in serving the community, as well as universities’ engagement in dialogue with society and international communities to create an advanced educational environment. Today, regulations and laws must be established to support and reward innovation, while providing human and material resources to support these advancements. The ministry recently highlighted the importance of connecting the academic scientific path of universities with research and innovation, as well as developing new methods of education and teaching. Knowledge exchange and transfer between universities and the business sector can also be achieved through collaborations between academic institutions and the business sector in Egypt. I am pleased that Dr. Ayman Ashour has this remarkable initiative, and I believe that this should be the basis and methodology for all ministries in Egypt. Ministry of Higher Education of Egypt

Established in 1961, the Ministry of Higher Education and Scientific Research of Egypt is the government ministry responsible for overseeing and regulating higher education, research and innovation in Egypt. Its mission is to develop and promote high-quality tertiary education and research, foster innovation and entrepreneurship and enhance the skills and capabilities of the Egyptian workforce. The ministry is responsible for formulating policies, strategies and plans for higher education, research and innovation in Egypt. It also regulates and monitors the quality of higher education institutions and programs in the country, ensures that they are aligned with the needs of the labor market and promotes internationalization and collaboration with institutions abroad. In addition, the ministry provides financial support and scholarships to Egyptian students to study abroad, promotes scientific research and development and supports the transfer of technology and knowledge from academia to industry. The ministry plays a key role in Egypt's efforts to develop a knowledge-based economy and to build a skilled and educated workforce that can contribute to the country's sustainable development. It collaborates with universities and other higher education institutions in the country to ensure that they provide relevant and quality education that meets the needs of the Egyptian society. The ministry also encourages entrepreneurship and innovation to create job opportunities and enhance the country's economic growth.

About USAID Egyptian Pioneers Scholarship:

USAID Egyptian Pioneers aims to build a more inclusive and capable workforce that elevates sectors critical to Egypt’s economic growth through providing scholarships to professionals working in the Government of Egypt (GOE) and emerging leaders in the Non-Government of Egypt (non-GOE) Institutions. These scholarships are offered to calibers who are interested in pursuing master’s degree, postdoctoral studies, and short-term training opportunities in Egypt and U.S universities. The program provides opportunities in sectors vital to Egypt’s development through:

Through a nine-year cooperative agreement, the American University in Cairo (AUC) will Implement the program in collaboration with the Ministry of Higher Education and Scientific Research (MOHESR).

  • Result 1 (GOE): Egyptian ministries and other government institutions at the forefront of Egypt’s strategic development will have greater leadership and technical capacity to develop and implement policies and practices that advance national priorities.
  • Result 2 (non-GOE): Emerging leaders in non-GOE entities will modernize their knowledge, skills, and practice to tackle Egypt’s evolving public and private sector challenges and advance Egypt’s regional and international competitiveness.

Applications for both Government of Egypt and non-Government of Egypt entities have been closed for the first cohort (academic year 2024/2025). Information on applications for the second cohort (academic year 2025/2026) will be available soon.

Higher Education

Higher education institutions drive Egypt’s human capital development, economic growth, and prosperity.  If universities prepare students with the skills demanded by the private sector and conduct research that solves market and development challenges, then Egypt will have the highly-skilled workforce and innovation needed to drive its knowledge-based economy.

Over the past four decades, USAID has provided scholarships to more than 4,000 Egyptians to study at premier Egyptian and American universities in fields critical to Egypt’s sustained economic growth and development.  USAID has served and empowered students with disabilities and promoted inclusion in higher education through the establishment of disability service centers at five public universities, with plans to open 15 more.  USAID has also partnered with leading Egyptian public universities to modernize degree programs and strengthen applied research in priority sectors.

USAID has pioneered the concept of career guidance and counseling for public university scholars and graduates for the first time in Egypt.  Facilitating student transitions from education to employment through deliberate engagement with the private sector will help a new generation of Egyptians parlay their academic studies into meaningful employment, cutting-edge research, and future leadership roles at Egypt’s leading companies.

CURRENT PROGRAMS

CENTERS OF EXCELLENCE: Through the Centers of Excellence for Water and Energy, USAID and the Egyptian Ministry of Higher Education and Scientific Research are partnering to increase the capacity of higher education institutions to strengthen and modernize academic programs, create and nurture communities of practice, and generate action research that addresses challenges and drives innovation in the public and private sectors. 

Implementing Partners: The American University in Cairo, Arizona State University; Lead Egyptian Universities: Alexandria University, Ain Shams University; Life of Project: February 2019 – November 2026 and November 2021 – November 2026; Total Estimated Cost: $52 million; Governorates: Nationwide

UNIVERSITY CENTERS FOR CAREER DEVELOPMENT: The University Centers for Career Development, established by USAID in coordination with the Ministry of Higher Education and Scientific Research, offer career mentoring, employability skills, English language training, and connections to jobs to university students throughout Egypt.  The program will establish 46 centers at 34 universities across the country, making their services accessible to all public university students. 

Implementing Partner: American University in Cairo; Life of Project: September 2017 – September 2026; Total Estimated Cost: $63 million; Governorates: Nationwide

PARTNERSHIPS FOR EDUCATIONAL PROGRESS: This program will strengthen the Egyptian higher education system to more effectively address Egypt’s development priorities. Through this program, USAID will provide direct support to the Ministry of Higher Education and Scientific Research through systems strengthening, capacity building, assessments and training. USAID will also work directly with public Egyptian universities and their administration, faculty, and staff to ensure students access market-relevant, inclusive, high-quality degree programs and support services resulting in smooth transitions to employment. Partnerships between U.S. and Egyptian universities and linkages with the private sector will support market-relevant education and promote student-centered work-based learning opportunities.

Implementing Partner: The American University in Cairo; Life of Project: April 2023 – April 2028; Total Estimated Cost: $85 million; Governorates: Nationwide.

USAID EGYPTIAN PIONEERS: USAID Egyptian Pioneers provides both undergraduate and graduate level scholarships to Egyptian and international universities. Similar to other USAID scholarship activities, USAID Egyptian Pioneers aims to accept beneficiaries from across all of Egypt’s governorates, with a focus on gender equity and those with disabilities. USAID will also provide training and scholarship opportunities to mid-career Egyptians, including those in key partner ministries, working in sectors vital to Egypt’s development, as well as undergraduate scholarships to young Egyptians from underserved and marginalized populations to obtain degrees and meaningful employment in the same sectors.

Implementing Partner: The American University in Cairo; Life of Project: October 2022 – October 2031; Total Estimated Cost: $86 million; Governorates: Nationwide.

USAID SCHOLARS: USAID Scholars will support 727 undergraduate scholarships for Egyptians from underserved communities to attend one of five public or four private universities in Egypt.  USAID Scholars features a "whole student approach" that includes outreach to parents and caregivers, student well-being programs, leadership and skills development, and entrepreneurship training.  To date, 435 scholars are enrolled in the Egyptian partner universities. 

Implementing Partner: The American University in Cairo; Life of Project: February 2020 – February 2030; Total Estimated Cost: $53 million; Governorates: Nationwide

U.S.-EGYPT SCIENCE AND TECHNOLOGY JOINT FUND: Two U.S.-Egypt Science and Technology Joint Fund activities promote collaboration between U.S. and Egyptian scientists to address development challenges and promote economic growth, particularly in applied research and technology commercialization in the fields of agriculture, water, energy and health.  The funds sponsor high-impact scientific research, collaboration between American and Egyptian institutions, and innovative training for the next generation of scientists and entrepreneurs. 

Implementing Partner: U.S. National Academy of Sciences; Life of Projects: November 2014 – June 2024 and November 2020 - September 2027; Total Estimated Cost: $32 million; Governorates: Nationwide

U.S.-EGYPT HIGHER EDUCATION INITIATIVE (HEI): HEI provides scholarships to talented men and women from underserved communities throughout Egypt to study at premier Egyptian and American universities in fields critical to Egypt’s sustained economic growth and development.  It includes scholarships for Egyptian professionals to pursue career-related, postgraduate degree programs or professional training courses in the U.S. or at the American University in Cairo.  At the undergraduate level, HEI includes scholarships to public and private universities in Egypt, training in English language and leadership skills, and opportunities to study abroad in the United States.  Since 2010, more than 1,500 men and women, including students with disabilities, have received USAID-funded scholarships through HEI. 

Implementing Partners: Institute of International Education, AMIDEAST, and Ministry of Higher Education and Scientific Research; Life of Projects: May 2010 – September 2024; Total Estimated Cost: $143 million; Governorates: Nationwide

USAID-AUC MERIT AWARD: This program provides scholarships for up to 108 academically outstanding graduates of Egyptian public schools with high financial need to attend the American University in Cairo.

Gateways Study Visit - Egypt

Egyptian Knowledge Bank study visit

UNESCO and UNICEF, in partnership with Egypt, hosted the first Gateways study visit from 14 to 16 May 2024 to share experiences developing, sustaining, and improving public digital learning platforms. 

Representatives from over 20 countries convened in Cairo to understand how Egypt supports public education with the Egyptian Knowledge Bank (EKB), the country's national digital learning platform.

Participants were welcomed by the Prime Minister of Egypt, H.E. Mostafa Madbouly who congratulated UNESCO, UNICEF, and Gateways countries for advancing international cooperation to strengthen public digital learning platforms. 

Egyptian Knowledge Bank study visit

The Egyptian team, based in the Ministry of Higher Education and Research, explained how the EKB grew from humble beginnings in 2016 into platform that serves millions of learners, teachers, researchers, and families across the country. The team shared successes and challenges and reflected on what it knows now that it wishes it had known when the platform was first being developed. These candid reflections helped representatives from other countries learn from the Egyptian experience. 

The study visit was a model of peer learning. It allowed professionals who oversee public digital learning platforms in a national context opportunities to learn and exchange with their counterparts in other countries. 

The visit also featured presentations and discussions with international experts who shared recommendations about supporting public education in online and digital mediums.

Egypt's tourism revenue hits 6.6 bln USD in H1: ministry

CAIRO, July 1 (Xinhua) -- Egypt announced on Monday that its tourism revenue hit 6.6 billion U.S. dollars in the first half of 2024, surpassing the 6.3 billion dollars during the same period in 2023.

In a statement, Egypt's Ministry of Tourism and Antiquities said the number of tourist arrivals during the first half of 2024 reached a record high of 7.069 million.

The number of tourist nights reached 70.2 million between January and June, exceeding the record of 67.6 million during the same period of last year.

As part of a national strategy to enhance tourism, Egypt is ramping up the availability of inbound airline seats and hotel rooms nationwide, aiming to cater to 30 million tourists by 2028.

Egypt received a record number of 14.9 million tourists in 2023. The tourism sector is one of the main sources of foreign currency for Egypt, contributing about 12 percent to the GDP and providing jobs for around three million people.

In wartime Gaza, life’s consolations are scant. Even the momentary solace of a cigarette is all but out of reach.

An acute scarcity of tobacco products has sent prices skyrocketing, leaving smokers in the shattered seaside territory jittery and bereft.

Fathi Sabbah, a 64-year-old father of four and a journalist by trade, said that after Israel took over the Rafah crossing into Egypt in May, he saw single Royal brand cigarettes being sold for 120 Israeli shekels — the equivalent of about $32.

“That is craziness!” he said angrily.

Cheaper brands cost almost $10 for a sole cigarette, but that’s still more than a whole pack before the war.

The thwarted desire for a nicotine fix might seem trivial amid the daily struggle to feed and shelter family , mourn the dead, line up at squalid makeshift toilets and watch children sicken and waste away.

But smokers say the sense of overwhelming despair is part of the circular logic of longing: Sometimes it feels like only a cigarette might help.

“I quit smoking for nine years the first time, and then several times after that, each time for a few months,” Sabbah said. “But this cursed war and the oppression we are living through make it impossible for me to quit now.”

The nine-month-old war — which has killed at least 37,900 people in Gaza, according to authorities there — has made virtually everything far more expensive, in large part because Israel has severely restricted what goods can enter the enclave.

But the rise in cigarette prices has been almost unfathomably extreme. Some merchants say they try to keep down the prices of staples like flour and cooking oil — if they are even obtainable — by charging a higher premium on tobacco.

Locals describe the economics of scarcity: Nearly all of the tobacco now entering Gaza comes from smugglers who manage to slip it among truckloads of food at the commercial crossing still open. Or the few travelers from outside bring it in.

Hamas, whose government used to tax cigarettes that arrived in legal shipments, demands an unofficial tariff of half of any cigarettes it intercepts, Gazans said. Bandits, too, have ransacked humanitarian supplies looking for smuggled cigarettes.

Gaza has traditionally been a smoking culture. A 2021 survey by the Palestinian central bureau of statistics said a third of adult men were habitual users of tobacco.

Before the war, women might occasionally indulge behind closed doors, usually with a hookah, or water pipe. But a kilo of muassel — shisha , or flavored tobacco — costs the equivalent of more than $800, up from about $70 before the war.

With foreign exchange almost totally cut off, almost no one has cash to spare. Monthly salaries for government workers, averaging around $215, have been paid out only four times since the war started.

Hamza Al-Kurd, a 42-year-old tea seller who sold cigarettes before the war, said he began smoking at 17, and finds it impossible to quit now. His daily income tops out at about $27 — enough to buy a single high-quality cigarette.

“Sometimes I buy part of a cigarette to smoke for the day,” he said. So great is the compulsion, he said, that “I might not buy food for my children so I can afford a cigarette.”

Abdallah Abu Al-Ayeesh, who fled from Jabaliya in north Gaza to Rafah, said a 20-pack of Royals used to cost him $5.

Now, at $32 a cigarette, with no discounts for buying in bulk, a pack is $640, or more than a 100-pound sack of wheat. It’s little wonder that street vendors tend to sell cigarettes one at a time.

“Sometimes, my friends and I pool our money together and buy a single cigarette to share,” said Abu Al-Ayeesh. They jostle to keep one another from taking too long a drag, “so it lasts for all of us.”

The supply of cigarettes entering Gaza, according to a source in the economy ministry who spoke on the condition of anonymity, has dropped from about 12 million packs of cigarettes a month to a total of about 2.5 million since the war began in October.

In a grim turn, the adverse effects of going cold turkey are suffered not only by erstwhile smokers, but their families. Social workers and aid groups say the war has pushed up rates of domestic abuse.

In close-quarters tent camps filled with displaced people, people say tobacco deprivation sometimes aggravates conflict to the point where women and children might be harmed.

“There have been bloody fights between family members over cigarettes. Sometimes it causes more problems than the lack of food,” said 43-year-old Nader Abdelqader, an architect who lives in one such tent camp in Khan Yunis after escaping an Israeli bombing near Rafah.

Before the war, he was a pack-a-day smoker, with his morning cigarette a “sancrosanct ritual.”

“If I didn’t have it, I’d be in a foul mood all day, making trouble at home and in the camp,” he said. The war forced him to cut back, first to 10 cigarettes, then six, then just a lone morning smoke. But with barely enough money to buy food, he just couldn’t justify the expense.

Between the humiliations of the war and the lack of a nicotine fix, many smokers around him are on edge.

“You can’t talk to anyone who was a smoker — you sometimes see their hands shaking from the nicotine withdrawal.”

That’s why Mahmoud Khaireddine stopped selling cigarettes a few months after the war started.

“You’d sleep and wake up the next day with the price higher,” he said. “People are going crazy because of this, and I just didn’t want to argue with them.

“All I got was problems and fighting — and no money.”

Some smokers have turned to Arabian tobacco, a blend of dried, finely shredded tobacco flakes mixed with herbs and spices and manually rolled with whatever cigarette paper can be found. But overwhelming demand has made it, too, nearly impossible to find.

Enterprising sellers like Ibrahim Abu Shahada, 31, create adulterated Arabian-tobacco blends using ingredients including dried leaves of fig and guava trees. He hand-rolls and sells his product for about $5 per cigarette — a bargain these days.

“There are young people who beg me to lower the price because they cannot quit smoking,” he said.

He has vowed to quit smoking — but to keep selling.

Sabbah, the journalist, used to smoke 30 cigarettes a day, but said ruinous prices have kept his addiction at bay — if only temporarily.

“I will smoke again once the price goes down,” he said. “It is shameful to be defeated by a cigarette.”
