Meeting stakeholders' needs and satisfaction is a primary project success factor in addition to cost, time and quality. Though studies have suggested stakeholders' dissatisfaction with project success, however, there is lack of studies on quantity surveyors' role and management in developing countries in achieving project success. This paper explored and evaluated quantity surveyor's consultant's management approach as part of a broader study aimed at 'Developing sustainable stakeholder management framework for construction projects in Ghana'. Firstly, literature on construction stakeholder management from journals and published dissertations were reviewed. Whilst, GETFund tertiary education projects in Ghana were used as case study for the research. Data was analysed using the stakeholder circle, salience and matrix approaches suggested by scholars and used in similar researches to identify and evaluate key stakeholders role and management. The study confirmed the identification and role of Quantity Surveyors as key stakeholders, though not managed as such by project managers. Project failures was also establish the an effect of stakeholder management absence and recommends the education, consideration of stakeholder management by project managers, keeping Quantity Surveyors well informed, monitored and actively involved in the project planning.

​Globally, the construction industry is acknowledged to be complex in its activities and processes. The need for transparency in monitoring and evaluation to promote both external and internal accountability in construction project delivery cannot be overemphasized, hence stakeholders engagement and participation. This paper reports on the level of stakeholder engagement in project delivery and participation in monitoring and evaluation of public construction projects in Ghana. Both structured interview guide and questionnaire schedule were used to collect relevant data for the study. A desk review of journal articles, conference proceedings, published and unpublished thesis work from the institutions' database and internet sources relevant the study was adopted to underpin the study. Project implementation minutes and meeting attendance were also perused. Data was descriptively analyzed. Six key stakeholders were identified in local government project delivery in Ghana. It was evident from the study that there was a high level of stakeholder engagement in project delivery whiles participation of stakeholders in monitoring and evaluation of public projects at the local government level was very poor. This was attributed to lack of knowledge, understanding, involvement and time devoted for monitoring and evaluation of projects by stakeholders. In conclusion, the poor participation of stakeholders in monitoring and evaluation of local government project delivery contributed to the many challenges faced in local government project delivery in Ghana. These challenges included procurement lapses which resulted in poor payment schedules, non-conformity to project specification, delayed project delivery, lack of health and safety compliance, client's dissatisfaction, and corrupt practices in the construction industry. The study advocates for participatory monitoring and evaluation in construction project delivery in Ghana's the local government level. This can be achieved through community based development project (CBDP) delivery. The study contributes to the body of knowledge on stakeholder participation in monitoring and evaluation and its implication in local government project delivery in Ghana.

Quality of construction is a problem worldwide. The problem is serious and evident in both developed and developing countries. This study sought to explore the problems and critical success factors that impact on quality assurance for public works procurement. The study adopted a mixed research approach. Data for the study was obtained through a questionnaire survey of 120 procurement officers (made up of works officers, quantity surveyors, architects, quality officers, amongst others). Data obtained from the study was analyzed by mean score rankings, one sample t-test and factor analysis. The findings from the study revealed that 'award of contract primarily on price', 'consultants acting on behalf of contractors', 'single contractors buying all tender documents',' poor workmanship', and 'lack of codes and standards' were the five major problems associated with public works procurement. The findings further showed that out of the 15 factors identified by the respondents as the critical quality assurance success factors for public works procurement, factor analysis enabled 10 of them to be placed under four components: 1)Procurement Systems comprising competitive bidding, contract review and application of quality standards; 2) Quality related factors comprising application of quality standards and material quality; 3) Contractor selection and training factors comprising competitive bidding, contractor selection framework and training policy and education; and 4) Project related factors comprising project supervision, motivation and quality recognition and information, specification and documentation. The study recommends that, Public Procurement Authority organizes regular training and education for procurement entities on non-traditional procurement systems and their impact on quality delivery of projects. Government policies and legislations relating to public procurement need to be further reviewed in order to incorporate quality assurance strategies at the initial phases of projects. The study will be of significance to major stakeholders of public procurement, educational institutions, construction professionals, contractors , among others who seek to achieve quality in their day to day transactions.

UC SAREP funds 8 sustainable food and farming projects

Projects will support socially disadvantaged farmers, increase urban access to healthy food and more.

The UC Sustainable Agriculture Research & Education Program (SAREP) is pleased to announce the recipients of the  Sustainable Agriculture and Food Systems 2024-25 Small Grants Program . Funds from this grant program are provided for planning, research, and education projects that support the development of sustainable community food systems and environmentally-sound and economically viable farming enterprises. 

Of the 33 eligible applications received, eight applicants were selected to receive approximately $80,000 in combined funding to support their work. Individual grants are limited to $10,000. “The Small Grants Program is an important part of our mission,” said Ruth Dahlquist-Willard, interim director of UC SAREP. “By facilitating these grants, SAREP is able to support ANR in engaging a wide range of food systems stakeholders, outcomes show that a small financial investment can have a large impact in improving the lives of Californians.”

The eight recipients of this year’s grants are:

Building Capacity and Resiliency Among Networks of Socially Disadvantaged California Farmers 

Fresh Approach will establish a network of pooled learning and technical support that will aid emerging food aggregation businesses in accessing sustainable market channels, including emergency food distribution. As part of the project, they will enhance an interactive GIS mapping tool of value chains to streamline market opportunities for socially disadvantaged farmers and aggregators. ( Project lead: Andy Ollove, Fresh Approach )

Sustainable Urban Resident Food Gardens Expansion Planning Project

Growing Hope Gardens will systematize the process of outreach, discovery, design, planning and implementation in creating new urban resident food gardens. The project will document GHG’s garden development process into a training and implementation manual to more effectively duplicate food garden programs in more low-income urban communities. ( Project lead: Carolyn Day, Growing Hope Gardens )

Evaluating Best Management Practices for Cover Crops to Minimize Nitrogen Losses in California’s Salinas Valley

This project will quantify the effectiveness of cover cropping at different planting times and termination dates to scavenge excess nitrogen in the soil and reduce nitrate leaching into in a Salinas vegetable cropping system. The results will inform Ag Order 4.0 for cover crop credits and help stakeholders in the Salinas Valley better understand crop management for efficient nutrient cycling. Implications of American Kestrel Diet, Dispersal, and Migration on Pest Control in Northern California Farming Systems

Investigators will study how the diet, post-breeding dispersal, and migration of nesting kestrels influences biological pest control on Northern California farms. The project will generate management recommendations on the utility of biological pest control from kestrels in IPM and sustainable agriculture programs across California. ( Project lead: Breanna Martinico, UC Agriculture and Natural Resources, UC Cooperative Extension )

Education and Outreach

Eat community farms market access and promotion project.

This project helps socially disadvantaged and indigenous farmers in Riverside County create pathways for realizing economic return. EAT! will provide mentoring for marketing strategy development, connect farmers to buyers, promote the farmers market so it’s more profitable for farmers, and provide a cooperative farm stand in the city of Norco for farmers to sell produce directly to consumers. ( Project lead: Patrick Mitchell, Ecological Agricultural Training Cultural Center [EAT!] )

Cultivating Cooperative Education, Stewardship, and Connection at the Agroecology Commons Cooperative Incubator Farm 

Agroecology Commons aims to address challenges faced by young, first-generation, BIPOC, Queer, and Femme farmers at the Agroecology Commons Cooperative Incubator Farm in the Bay Area. The project will focus on education and outreach, providing technical assistance and training in regenerative agriculture practices such as soil health, pest management, and crop diversification to socially disadvantaged farmers. Signage and Mural Refurbishment for Southeast Asian Farmers to Improve Direct-to-Consumer

This project will build new, long-lasting farm signs for Southeast Asian farmers growing diversified vegetables and berries in the Sacramento region. Improving the appeal and durability of farm signs will increase the profitability of the farm stands as these resource-limited farmers rely on direct-to-consumer marketing strategies to promote their businesses. Community Nutrition Security & Education Program

Farm Discovery at Live Earth will increase access to organic produce for individuals and families experiencing food and nutrition insecurity in Santa Cruz and Monterey Bay. This will be accomplished through farming, outdoor education, and nutrition education programs focusing on regenerative agricultural practices to connect youth and families to their regional agricultural and ecological systems.
