    Edit 4: Read the reg. I read AFI 36-2110 an L means declined orders as a first-term airman, nuff said. ALC 8 means you're overseas. Take the assignment, if not your career is essentially over. If you deny an assignment or don't get retainability for one you can't re-enlist or anything else including retraining.
