You can also format the appearance of your text, where it will appear on the screen, and at what point of the video it will appear with “Set duration.” (While you can add closed captions manually or automatically on TikTok, it’s not ideal to add text-to-speech to any captions that you’re already saying out loud in the video - as the text-to-speech voice will just talk over yours.)

Once you have your text written out, you can add text-to-speech in one of two ways. While you’re still editing your text, you can select text-to-speech with the third icon from the left that looks like a talking head. If you’ve already added your text to the video, you can choose to add text-to-speech by clicking on the text and selecting the talking head icon.

From here, you’ll be prompted to choose from TikTok’s preset selection of voices. Jessie is the default voice with an American accent, and Joey and Alex also speak in American accents. Eddie and Chris speak in Australian accents, and Scream speaks like Ghostface from Scream . Choose your favorite voice, and, voila. It's a helpful way to annotate your videos to help describe what's happening, add context, or to serve whatever purpose you see fit. There's also no rule saying you can't use it just to make the text-to-speech voice say silly things.

Here's how you can easily add text-to-speech to your TikTok videos.

1. Open the TikTok app.

2. tap the "create" button at the bottom, as if you're making a new video..

TikTok has undergone a slight change with the text-to-speech being tweaked, and if you want to use it in your posts, here’s what you need to know.

For the longest time, TikTok users have been using the text-to-speech voice to narrate their videos whenever they don’t want to talk.

The female voice has helped produce some of the funniest and most viral TikToks that the platform has ever seen, but things have changed.

Following an update to the app, the women’s voice has now changed, but the process of using text-to-speech has not. So, here’s what you need to know.

How to get Text-to-Speech on TikTok

The process to getting text-to-speech on your post is pretty simple, you don’t have to go and use a separate or anything like that.

You just need to record the video or make the post that you want to use it on, then add text to it before posting it live.

Once you add text over the top of the post, you can select the text box and then add the text-to-speech setting. The video will then add using the new text-to-speech voice and you can post it to the world!

  • Record a video/create the post you want to use
  • While editing, use the text setting to add text
  • Type the text out and then click on the text box
  • Select the text-to-speech option and you’re done!

Why did the TikTok text-to-speech voice change?

As noted, when you use text-to-speech now, the voice that was instantly recognizable before has now changed.

This is because of a lawsuit between ByteDance – the creators of TikTok – and professional voice actor Beverly Standing. Standing sued ByteDance in mid-May for using her voice in the text-to-speech setting without permission.

The voice actor’s lawsuit states that she was hired to do work in 2018 for the state-backed Chinese Institute of Acoustics research body to use in translations and that TikTok has used them without paying her, and it has caused damage.

There’s no telling if the original voice will return, but for now, the new voice is here and pretty easy to use.

Like the old voice, it should bring about some funny moments once users notice the difference.

Of all of the trends on TikTok , one of the longest-running ones is the text-to-speech audio effect. We've all had Siri (or another automated voice) read our text messages to us, and like most computer-generated things, it often comes with errors — which is what makes it so funny.

If you're looking to add a text-to-speech audio to your next TikTok, here's how to do it.

Here's how to do the text-to-speech effect on TikTok.

One of the timeless trends on TikTok includes the Siri text-to-speech audio. There are a variety of these videos on the app, but the general idea is that you give Siri (or another automated voice) text to read and make the text your audio. Many of these videos also include closed captions of the text being read (to increase accessibility, especially for hard of hearing and deaf users).

Sometimes the audio is telling the storytime tale a user wishes to share, or some users like to see how automated voices read specific words.

These text-to-speech programs also read emojis, and for some it's interesting to hear how a computer interprets many of our most-used emojis.

To do this effect for your own TikTok, there are a few ways you can create the audio. There are a variety of apps on the market that will easily create text-to-speech audio for you, though some do charge a small fee.

TikTok implemented a text-to-speech feature in the app to increase accessibility. All you have to do is type your desired text in a text box while editing your video and then select "text-to-speech." This automatically generates an audio from the text you type on the screen.

Of course it's not perfect — but that's what makes it funny!

How to change the text-to-speech voice.

After the text-to-speech feature was implemented, ByteDance (the company behind TikTok) faced a lawsuit alleging that the voice actor behind the original audio, Beverly Standing, did not consent to the app using her voice. She sued the company, and shortly after the text-to-speech feature was given a different voice.

Unfortunately, many users aren't a fan of the new voice and are looking for ways to swap it out with a different voice.

There isn't a way in the video editing portion of TikTok to edit the audio for text-to-speech, but there are some workarounds if you're really looking to change the voice you use.

First, film your video in TikTok and edit it, using the regular text-to-speech voice. Download the edited video and upload it to another voice-modifying app to alter the voice of the text-to-speech. There are a variety of apps and online services you can pick. Re-upload your video and you're done!

Here's how to add captions to a video.

One of the most important parts of this trend is to include captions on your video for the text you're using in your audio. This is important because when the text-to-speech audio reads something incorrectly, your viewers will need to know what the word actually is.

Again, there are a variety of apps you can use to do this, but there is a free way to add captions to your video right in the app's built-in video editor.

To add text, all you have to do is click the "text" button in the edit portion of posting your video and transcribe the audio. The video will continue playing in the background while you do this, so you might finish transcribing the audio at a different portion of the video than where it belongs.

Once you're done with your transcription, tap on the text and select "set duration." From here, you can choose for how long and where in the video the text appears.

You can also overlay text on top of each other, and have different text boxes set for different time durations. There is no limit to the number of text boxes you can put in a video, but just make sure they line up with when the text is read.

You can also use captions on other videos you create, which make them more accessible for other users on the app so they can also enjoy your content!

TikTok and its parent company argued Thursday in a federal court in the District of Columbia that the recently enacted law forcing a nationwide ban or sale of the popular platform violates the First Amendment.

TikTok Inc., which operates the video-sharing service in the United States, and its parent company, ByteDance Ltd., which was founded by a Chinese national, filed a brief in the U.S. Court of Appeals for the D.C. Circuit calling the law President Joe Biden signed in April an unprecedented restriction on the constitutional right to free speech.

“Never before has Congress expressly singled out and shut down a specific speech forum,” the brief reads. “Never before has Congress silenced so much speech in a single act. “

Upholding such an “extraordinary speech restriction” would require the court to undertake “exacting scrutiny” of Congress’ action, but Congress provided only a hypothetical national security argument to advance the bill, the companies said.

“Congress gave this Court almost nothing to review,” the brief continues. “Congress enacted no findings, so there is no way to know why majorities of the House and Senate decided to ban TikTok.”

Many individual lawmakers who supported the law raised national security concerns, saying ByteDance’s relationship with the Chinese government meant the country’s Communist Party leaders could demand access to TikTok users’ private data.

They also said the platform, which the company says has 170 million users in the U.S., could be used to spread propaganda.

But under U.S. Supreme Court precedent, labeling speech as foreign propaganda does not allow the government to overlook First Amendment protections, TikTok said in its brief.

Speculation about how the app “might” or “could” be used, rather than any concrete examples of misconduct, do not clear the high bar required to restrict speech, the companies added.

“A claim of national security does not override the Constitution,” the companies wrote Thursday.

A spokesperson for the Justice Department, which is defending the law, highlighted the intelligence community’s national security concerns with TikTok and said the law was consistent with the First Amendment.

“This legislation addresses critical national security concerns in a manner that is consistent with the First Amendment and other constitutional limitations,” the spokesperson wrote in a statement to States Newsroom. “We look forward to defending the legislation in court.

“Alongside others in our intelligence community and in Congress, the Justice Department has consistently warned about the threat of autocratic nations that can weaponize technology – such as the apps and software that run on our phones – to use against us. This threat is compounded when those autocratic nations require companies under their control to turn over sensitive data to the government in secret.”

Response to lawmakers

The brief said Congress had not included any official findings of harm from TikTok, but several individual members raised specific concerns about the kind of speech found on the platform.

The companies said Thursday those specific complaints bolstered the argument that TikTok is being denied free speech protections.

The brief cited several lawmaker statements:

  • U.S. Sen. Mitt Romney, a Utah Republican, U.S. Rep. Raja Krishnamoorthi, an Illinois Democrat who is ranking member on the House Select Committee on China, and former Rep. Mike Gallagher, a Wisconsin Republican who chaired the panel, said the platform’s algorithm fed an overwhelming share of pro-Palestinian content over videos that favor Israel.
  • Sen. Tom Cotton, a Republican from Arkansas, said the platform “exposes children to harmful content.”
  • Sen. John Fetterman, a Democrat from Pennsylvania, said the law would “make TikTok safer for our children and national security.”
  • Nebraska Republican Sen. Pete Ricketts noted the popularity of the hashtag #StandwithKashmir, which protests a policy of India, a geopolitical rival of China.

“Legislators’ perception of the content reflected on TikTok was misinformed,” the companies said. “But well-founded or not, governmental policing of content differences is antithetical to the First Amendment.”

Oral arguments in September

Both chambers of Congress passed the law with bipartisan votes as part of a package that included aid to Israel and Ukraine. Biden signed the measure April 24.

TikTok pledged to sue and filed its legal challenge last month.

Tuesday’s brief expands on the company’s arguments. The government’s response is due July 26 and oral arguments are scheduled for Sept. 16.

Divestment unworkable, TikTok says

TikTok and ByteDance said Thursday the provision in the bill to avoid a ban by divesting the service to a company without ties to China is unworkable, especially within the nine-month timeline required by the law.

Such a move would be technically complex, requiring years of engineering work, the companies said. It would also isolate the U.S. user base from the rest of the world, limiting revenue from advertisements.

And even if it were feasible from a technical or business standpoint, selling the platform would likely be rejected by the Chinese government, which has the authority to block exportation of technology developed in the country, the companies said.

What does Hawk Tuah mean? Viral TikTok video girl craze explained

The phrase “Hawk Tuah” on TikTok has become a trend, and was used as an onomatopoeia for the sound a person makes while spitting.

It started off as a viral sensation after YouTubers Tim & Dee TV posted an Instagram reel on June 11. The YouTubers make content by asking questions to strangers they come across on the street. During one such Q&A session where they interviewed two women in Nashville, Tennessee, DeArius Marlow aka Dee asked them a slightly NSFW question:

"What’s one move in bed that makes a man go crazy every time?"

One of the women immediately answered in her Southern accent and laughed:

"Oh, you gotta give him that 'hawk tuah' and spit on that thing, you get me?"

Despite the mild NSFW nature of the answer, the woman's playful tonal stress on the onomatopoeia soon caught the attention of social media users.

Tim & Dee's "Hawk Tuah" video quickly earned around nine million views within a week. DeArius reposted the video on his TikTok account @dmarloww on June 11, amassing more views on the platform.

Netizens were already amused with the way the woman delivered her answer, stressing the spitting sound. People began referring to her as the "spit on that thing" or the "hawk tuah" girl.

The phrase further became a trend after a user made a greenscreen template of the woman from Tim & Dee’s viral video. Other TikTok users soon chimed in and began inserting the template into different everyday scenarios.

One of the memes described a situation:

"When she's too weak to turn a valve and you ask her how'd you get this job anyways?"

The question was then answered by the "Spit on that thing" girl's template. Another setting was about a mother telling her son/ daughter that she was eager to meet their girlfriend:

"My mom: I can’t wait to meet your new girlfriend!"

Again, the "Spit on that thing" template was added as the response.

The woman piqued netizens' curiosity to a great extent, leading them to look for her social media accounts. Several people asked for her Instagram or TikTok ID, however, none could accurately tag the woman.

In search for the woman's identity, many began tagging different people thinking it was her. TikTok creator Elayna Robinson was among the names tagged; however, she posted a video clarifying that she was not the girl from the viral video.

The "hawk tuah" girl's identity, thus, remains undiscovered as of this writing.

TikTok says that the government didn’t adequately consider viable alternative options before charging ahead with a law that could ban the platform in the US . TikTok, whose parent company ByteDance is based in China, claims that it provided the US government with an extensive and detailed plan to mitigate national security risks and that this plan was largely ignored when Congress passed a law with a huge impact on speech.

In briefs filed at the DC Circuit Court on Thursday, both TikTok and a group of creators on the platform who’ve filed their own suit spelled out their case for why they believe the new law violates the First Amendment. The court is set to hear oral arguments in the case on September 16th, just a few months before the current divest-or-ban deadline of January 19th, 2025.

The Protecting Americans from Foreign Adversary Controlled Applications Act would effectively ban TikTok from operating in the US unless it divests from ByteDance by the deadline. The president has the option to extend that deadline slightly if he sees progress toward a deal. But spinning out TikTok is not entirely simple, given the limited pool of possible buyers and the fact that Chinese export law would likely prevent a sale of its coveted recommendation algorithm.

But lawmakers who supported the legislation have said that divestiture is necessary to protect national security — both because they fear that the Chinese government could access US user information due to the company’s China-based ownership and because they fear ByteDance could be pressured by the Chinese government to tip the scales on the algorithm to spread propaganda in the US. TikTok denies that either is happening or could happen in the future, saying its operations are separate from ByteDance’s.

The broad strokes of TikTok’s arguments have already been laid out in the complaints . But the new filings provide a more extensive look into how TikTok engaged the US government over several years with detailed plans of how it thought it could mitigate national security concerns while continuing its operations.

In an appendix, TikTok submitted hundreds of pages of communications with the US government, including presentations the company gave to the Committee on Foreign Investment in the US (CFIUS) when it was evaluating national security risks of its ownership setup. One deck explains the basics of how its algorithm figures out what to recommend to users to watch next, as well as a detailed plan to mitigate risk of US user data being improperly accessed. It goes as far as to include a floor plan of a “Dedicated Transparency Center,”  through its collaboration with Oracle , where a specific group of employees in TikTok’s US data operations could access the source code in a secure computing environment. According to the slide deck, no ByteDance employees would be allowed in the space.

TikTok called the law “unprecedented,” adding, “[n]ever before has Congress expressly singled out and shut down a specific speech forum. Never before has Congress silenced so much speech in a single act.”

  • Decoder: TikTok’s big bet to beat the ban

Courts usually apply a standard known as strict scrutiny in these kinds of speech cases — the government must have a compelling interest in restricting the speech, and the restriction must be narrowly tailored to achieve its aim.

TikTok claims that Congress has left the court “almost nothing to review” when scrutinizing “such an extraordinary speech restriction.” The company says Congress failed to produce findings to justify its reasoning behind the law, leaving only the statements of individual members of Congress for the court to go off of. (Many of those statements are included in an appendix filed by TikTok.)

“There is no indication Congress even considered TikTok Inc.’s exhaustive, multi-year efforts to address the government’s concerns that Chinese subsidiaries of its privately owned parent company, ByteDance Ltd., support the TikTok platform—concerns that would also apply to many other companies operating in China,” TikTok wrote in its brief. Lawmakers received classified briefings ahead of their votes, which some said impacted or solidified their final position on the bill. But the public still does not have access to the information in those briefings, although some lawmakers have pushed to declassify them .

The company also said that CFIUS, which was tasked with evaluating its risk mitigation plan in the first place, did not provide a substantive explanation for why it took such a hard line on divestment in March 2023. TikTok claims that when it explained why divestment wasn’t possible and asked to meet with government officials, it received “no meaningful responses.” CFIUS and the DOJ did not immediately respond to requests for comment.

The text of the draft National Security Agreement that TikTok presented to CFIUS was included in an appendix that was filed in court. The draft included proposed changes like the creation of TikTok US Data Security Inc. , a subsidiary that would be tasked with managing operations involving US user data, as well as heavy oversight by the agencies that make up CFIUS. TikTok has said it’s already implemented much of its plans voluntarily through its $2 billion Project Texas. Still, recent reporting has raised questions about how effective that project really is for national security purposes. In a report in Fortune from April , former TikTok employees said the project was “largely cosmetic” and that workers still engage with China-based ByteDance executives.

Terrence Clark, a spokesperson for the Justice Department, said in an emailed statement to The Verge that the agency and intelligence officials have “consistently warned about the threat of autocratic nations that can weaponize technology — such as the apps and software that run on our phones – to use against us. This threat is compounded when those autocratic nations require companies under their control to turn over sensitive data to the government in secret.”

Regardless, the court will have to consider whether the US government should have considered a less speech-restrictive route to achieving its national security aims, and TikTok says it should have. “In short, Congress reached for a sledgehammer without even considering if a scalpel would suffice,” TikTok wrote in its brief. “It ordered the closure of one of the largest platforms for speech in the United States and left Petitioners — and the public —to guess at the reasons why a wide range of less speech-restrictive alternatives were disregarded. The First Amendment demands much more.”
