A 1 on 1 proposal or an elevator pitch is the quickest version of any proposal. Every founder should have an elevator pitch in their back pocket and is a complementary tool to any of the other funding proposals mentioned here.

Writing a business plan for your small business should be one of the first steps you take when a business idea pops into your head. This is how you’ll discover whether your idea can actually be a profitable business. Lenders will want to know the business you plan on starting will make enough money for you to be able to pay back a loan or other forms of investment.

Why is having a business plan important to get funding?

Investors want to invest in a business projected to be profitable within a certain amount of time, has a marketing strategy ready to go, and will exist in a receptive market. All of that information is provided in a business plan. Here are a few reasons why having a business plan is crucial to get funding.

Credibility

Before anyone invests money in your business, lenders will want to know you have a concrete, detailed plan for paying the loan back. Provide information such as:

  • Market value of your product or service
  • Projected sales in the first year against projected expenses
  • Projected profit during your first five years in business

Going through the process of putting all of this together is just another aspect of your credibility as a future business owner, no matter how much money you’re asking for.

If you’re not serious about your business, why should potential investors be? The investing community isn’t as big as you might think, especially once you get to a certain caliber of investor. If you show up to a meeting and don’t have your business plan at the ready, you might not even get to your opening statement before the meeting is over.

You don’t want to earn the reputation of being an ill-prepared entrepreneur. If you take your business idea seriously, show it.

Business need

Just because you’ve thought of a business idea and have outlined every aspect of it doesn’t mean investors and banks will feel the same way. Banks mostly care about whether or not you can pay back a loan, while investors tend to back businesses they connect with.

The need for your business is much more important than it might seem. In order to pay back a loan, your business needs to be profitable. In order for that to happen, you need customers. To get customers, you have to offer something they can’t get anywhere else, whether that’s a product, a service, or an experience.

What should you include in your business plan for funding?

Be detailed and thorough in every idea you present since you’ll most likely have to explain yourself and your business idea. Here’s what should be included in your business plan if you’re seeking funding.

1. Details about your business and company as a whole

It’s important to think about how you plan on setting up your business -- and for more than one reason. Some things to consider:

  • Will you be a sole proprietor?
  • Do you have a business partner?
  • LLC vs. incorporation?

Business structure also matters for paying back a loan. If your business is unable to pay back a loan, the legal structure can be the difference between you having to pay it back somehow (with your home or other assets) or splitting the remaining balance among shareholders or partners.

2. Target market

At the risk of sounding like a broken record, your business can’t make money without customers. Take your business idea and research different locations to find your customers, and ask yourself a few questions:

  • Are there a lot of other businesses like yours already out there?
  • Are those businesses doing well?
  • Is there a gap in what they offer?

You could also pick your target audience first. Let’s say you want young adults between the ages of 25 and 40 to be your main customers. You need to find where those people are and ask the questions noted above. Either way, those questions need to be answered and in a lot of detail.

3. How you plan to make money

This is so much more than just saying, “by selling a lot of product,” or “having a long list of clients.” Anyone can say that. Ask yourself a few questions, just like you did with the market aspect above:

  • How much will you charge for your offerings?
  • Will people actually pay that amount?
  • How much do you need to sell to break even? To make a profit?

Even if your product is worth x amount of dollars in market terms, the harsh reality is it’s only worth what people are actually willing to pay for it. It’s best to underestimate and over-deliver -- as long as your plan still guarantees your ability to pay off a loan.

4. How much funding you’re seeking and its intended use

You need to have a firm grasp on how much funding you need to accomplish your goal, and don’t be shy about it. If you’re seeking a bank loan, it’s a little different because you will qualify for a certain amount based on a number of factors.

Some lenders also have use case limitations, where there are restrictions on what you can use the money for. Consider that, among all of the other qualifications, before deciding if that type of loan is the way you want to go.

If you’re going with an investor, it’s not usually a make-or-break factor to detail what you plan on using the money for, but the more information you provide, the better.

How to write your business plan for funding

Now that you know why a business plan is crucial for funding and what needs to be included in one, let’s get to actually writing it. There are also business plan templates and sample business plans available online that are a good guide to get you started.

Step 1: Write your executive summary

This is generally the first section of your business plan and your first chance to make an impression. As with most introductions, this is where you’ll summarize all the other sections of the business plan, such as your mission statement , general company information, products or services, and financials.

Step 2: Explain your company overview

All that time you spent researching different business formation options will pay off in this section. You’ll explain the structure of your company, exactly what your business does, and the target market you plan on addressing. You’ll want to get into detail about the market you’ve chosen, why you fit into that market, and how you plan on expanding within it.

Step 3: Detail your market analysis

This is the section where you will dive into the nitty-gritty of your intended market. Explain the following aspects:

  • What audience lives within that market?
  • What do they want?
  • How do you plan on providing what they want?
  • How much is your product worth?
  • What are your plans for growth?
  • Are there setbacks you might run into? How will you overcome them?

As anyone who has started a business knows, it’s not all gains. Letting investors know that you recognize there will be obstacles shows that you’ve really thought all of this out.

Step 4: Describe your product/service

In this section, you’ll do more than just explain what you will sell, although that’s part of it. If you’ve invented something or patented something, include that in this section. Don’t only show what you’re offering but explain how it works and how it improves on what’s already out there. If it’s a service, explain how you will produce better results than others.

Additionally, if you have to source materials or equipment from somewhere else, outline whom you will work with and what the process will be to secure those materials.

Step 5: Write out your sales plan

Here are a couple of steps you’ll want to take to outline your sales plan.

  • Have some branding ideas on hand: These might include a company name, logo, color scheme, and sample materials, such as business cards or brochures. This will position your product for sale.
  • Explain how you’ll market your product: Decide whether you will go with free online marketing, such as social media, or paid marketing, such as online or print ads. While you can choose among options, it will come down to your target audience. Do they spend most of their time online, or do they still read the newspaper every morning? That will determine where you should put your marketing efforts, and since ad return is a business metric you’ll want to track later on, having a solid plan in the initial stages will make that process smoother.

Step 6: Detail and explain your financial projections

This section should come fairly easily once you’ve completed the others. You should have an idea of what it will cost to produce your product or service, how much you can charge for it, your market share, and how you will spend money on marketing.

Do your projections in time increments for the lifecycle of your business , such as the first year, first five years, and looking ahead at 10 years and beyond.

The first couple of years you can be pretty specific about your projections, whereas your long-term projections can be offered up more as goals you would like your company to reach in a certain period of time and how you plan to achieve them.

4 tips for writing effective business plans to secure funding

Now that you have a firm grasp on what needs to be in your business plan, how you obtain that information, and how you actually create a business plan, here are some tips to make sure you’re getting the most out of it.

1. Don’t leave anything out

Leaving bits and pieces of your business up for interpretation or guessing will only hurt your chances of securing funding. If investors are left to fill in the blanks, you have no control over what they fill them with. Make sure you’re as thorough as possible in your research and writing so that nothing is left out.

2. Write with personality

There’s a scene from Parks and Recreation where Tom is presenting a business to a potential investor. His original idea, Tom’s Bistro, is one he’s extremely passionate about. Ben comes in with another idea that has a greater chance of being profitable. Tom starts presenting that and soon finds both he and the investor are bored. As soon as he switches back to Tom’s Bistro, the mood in the room completely changes.

Even though that’s a scene from a television show, it’s a good representation of how adding a little bit of your personality and passion into your business plan can pay off, literally.

3. Don’t speak in general terms

Be as detailed as you possibly can. Use exact numbers, names, dates, etc. Doing this will not only show that you’ve done your homework, but that you’re committed to reaching those numbers by the dates you list.

It can seem daunting to feel like you’re committing to so much, but commitment is what investors are looking for. They need to see that you’re serious about your business, and the amount of detail you include in your business plan will reinforce that.

4. Be upfront about what you’re asking for

Don’t be afraid to ask for the amount you really need, even if it’s high. Being wishy-washy about the number might not present so well. As previously mentioned, bank loans are different in that you only receive an amount you qualify for. If you’re meeting with angel investors , it’s important to go in with a specific number in mind.

While the process doesn’t need to be as dramatic as Shark Tank , expect some back and forth once you present your business plan and offer up how much money you’re asking for.

  • Market Validation: Use competitive analysis to show numbers that prove the presence of a market for your product, industry behavior in the present and the long run, as well as the percentage of the market you aim to attract. It shows that you understand your competitors and customers and convinces investors of the opportunities presented in the market.
  • Business Model: Your business model is the hook of your presentation. It may vary in complexity but it should generally include a pricing system informed by your market analysis. The goal of the slide is to confirm your business model is easy to implement.
  • Marketing Strategy: This slide should summarize a few customer acquisition methods that you plan to use to grow the business.
  • Competitive Advantage: What this slide will do is provide information on what will set you apart and make you a more attractive option to customers. It could be the possession of technology that is not widely known in the market.
  • Team Slide: Here you will give a brief description of your team. Include your key management personnel here and their specific roles in the company. Include their educational background, job history, and skillsets. Also, talk about their accomplishments in their careers so far to build investors' confidence in members of your team.
  • Traction Slide: This validates the company’s business model by showing growth through early sales and support. The slide aims to reduce any lingering fears in potential investors by showing realistic periodic milestones and profit margins. It can include current sales, growth, valuable customers, pre-orders, or data from surveys outlining current consumer interest.
  • Funding Slide: This slide is popularly referred to as ‘the ask'. Here you will include important details like how much is needed to get your business off the ground and how the funding will be spent to help the company reach its goals.
  • Appendix Slides: Your pitch deck appendix should always be included alongside a standard pitch presentation. It consists of additional slides you could not show in the pitch deck but you need to complement your presentation.

It is important to support your calculations with pictorial renditions. Infographics, such as pie charts or bar graphs, will be more effective in presenting the information than just listing numbers. For example, a six-month graph that shows rising profit margins will easily look more impressive than merely writing it.

Lastly, since a pitch deck is primarily used to secure meetings and you may be sharing your pitch with several investors, it is advisable to keep a separate public version that doesn't include financials. Only disclose the one with projections once you have secured a link with an investor.

  • Time-Saving: Writing a detailed traditional business plan could take weeks or months. On the other hand, all three alternatives can be done in a few days or even one night of brainstorming if you have a comprehensive understanding of your business.
  • Easier to Understand: Since the information presented is almost entirely factual, it puts focus on what is most important in running the business. They cut away the excess pages of fillers in a traditional business plan and allow investors to see what is driving the business and what is getting in the way.
  • Easy to Update: Businesses typically present their business plans to many potential investors before they secure funding. What this means is that you may regularly have to amend your presentation to update statistics or adjust to audience-specific needs. For a traditional business plan, this could mean rewriting a whole section of your plan. For the three alternatives, updating is much easier because they are not voluminous.
  • Guide for a More In-depth Business Plan: All three alternatives have the added benefit of being able to double as a sketch of your business plan if the need to create one arises in the future.

How to Write a Business Plan: Your Step-by-Step Guide

So, you’ve got an idea and you want to start a business —great! Before you do anything else, like seek funding or build out a team, you'll need to know how to write a business plan. This plan will serve as the foundation of your company while also giving investors and future employees a clear idea of your purpose.

Below, Lauren Cobello, Founder and CEO of Leverage with Media PR , gives her best advice on how to make a business plan for your company.

What is a business plan, and when do you need one?

According to Cobello, a business plan is a document that contains the mission of the business and a brief overview of it, as well as the objectives, strategies, and financial plans of the founder. A business plan comes into play very early on in the process of starting a company—more or less before you do anything else.

“You should start a company with a business plan in mind—especially if you plan to get funding for the company,” Cobello says. “You’re going to need it.”

Whether that funding comes from a loan, an investor, or crowdsourcing, a business plan is imperative to secure the capital, says the U.S. Small Business Administration . Anyone who’s considering giving you money is going to want to review your business plan before doing so. That means before you head into any meeting, make sure you have physical copies of your business plan to share.

Different types of business plans

The four main types of business plans are:

Startup Business Plans

Internal business plans, strategic business plans, one-page business plans.

Let's break down each one:

If you're wondering how to write a business plan for a startup, Cobello has advice for you. Startup business plans are the most common type, she says, and they are a critical tool for new business ventures that want funding. A startup is defined as a company that’s in its first stages of operations, founded by an entrepreneur who has a product or service idea.

Most startups begin with very little money, so they need a strong business plan to convince family, friends, banks, and/or venture capitalists to invest in the new company.

Internal business plans “are for internal use only,” says Cobello. This kind of document is not public-facing, only company-facing, and it contains an outline of the company’s business strategy, financial goals and budgets, and performance data.

Internal business plans aren’t used to secure funding, but rather to set goals and get everyone working there tracking towards them.

As the name implies, strategic business plans are geared more towards strategy and they include an assessment of the current business landscape, notes Jérôme Côté, a Business Advisor at BDC Advisory Services .

Unlike a traditional business plan, Cobello adds, strategic plans include a SWOT analysis (which stands for strengths, weaknesses, opportunities, and threats) and an in-depth action plan for the next six to 12 months. Strategic plans are action-based and take into account the state of the company and the industry in which it exists.

Although a typical business plan falls between 15 to 30 pages, some companies opt for the much shorter One-Page Business Plan. A one-page business plan is a simplified version of the larger business plan, and it focuses on the problem your product or service is solving, the solution (your product), and your business model (how you’ll make money).

A one-page plan is hyper-direct and easy to read, making it an effective tool for businesses of all sizes, at any stage.

How to create a business plan in 7 steps

Every business plan is different, and the steps you take to complete yours will depend on what type and format you choose. That said, if you need a place to start and appreciate a roadmap, here’s what Cobello recommends:

1. Conduct your research

Before writing your business plan, you’ll want to do a thorough investigation of what’s out there. Who will be the competitors for your product or service? Who is included in the target market? What industry trends are you capitalizing on, or rebuking? You want to figure out where you sit in the market and what your company’s value propositions are. What makes you different—and better?

2. Define your purpose for the business plan

The purpose of your business plan will determine which kind of plan you choose to create. Are you trying to drum up funding, or get the company employees focused on specific goals? (For the former, you’d want a startup business plan, while an internal plan would satisfy the latter.) Also, consider your audience. An investment firm that sees hundreds of potential business plans a day may prefer to see a one-pager upfront and, if they’re interested, a longer plan later.

3. Write your company description

Every business plan needs a company description—aka a summary of the company’s purpose, what they do/offer, and what makes it unique. Company descriptions should be clear and concise, avoiding the use of jargon, Cobello says. Ideally, descriptions should be a few paragraphs at most.

4. Explain and show how the company will make money

A business plan should be centered around the company’s goals, and it should clearly explain how the company will generate revenue. To do this, Cobello recommends using actual numbers and details, as opposed to just projections.

For instance, if the company is already making money, show how much and at what cost (e.g. what was the net profit). If it hasn’t generated revenue yet, outline the plan for how it will—including what the product/service will cost to produce and how much it will cost the consumer.

5. Outline your marketing strategy

How will you promote the business? Through what channels will you be promoting it? How are you going to reach and appeal to your target market? The more specific and thorough you can be with your plans here, the better, Cobello says.

6. Explain how you’ll spend your funding

What will you do with the money you raise? What are the first steps you plan to take? As a founder, you want to instill confidence in your investors and show them that the instant you receive their money, you’ll be taking smart actions that grow the company.

7. Include supporting documents

Creating a business plan is in some ways akin to building a legal case, but for your business. “You want to tell a story, and to be as thorough as possible, while keeping your plan succinct, clear, interesting, and visually appealing,” Cobello says. “Supporting documents could include financial projects, a competitive analysis of the market you’re entering into, and even any licenses, patents, or permits you’ve secured.”

A business plan is an individualized document—it’s ultimately up to you what information to include and what story you tell. But above all, Cobello says, your business plan should have a clear focus and goal in mind, because everything else will build off this cornerstone.

“Many people don’t realize how important business plans are for the health of their company,” she says. “Set aside time to make this a priority for your business, and make sure to keep it updated as you grow.”

  • It shows the prospect you have done your homework instead of sending a generic pitch

Spare no details regarding the solution you will provide. When you write a business proposal, explain how you plan to deliver the solution. Include an estimated timeline of when they can expect your solution and other relevant details.

6. Showcase your team’s expertise

At this point, the prospect you’re pitching your solution to likes what they’re reading. But they may not trust you to deliver on your promises. Why is this?

Though this will be the first page of your business plan , we recommend you actually write the executive summary last. That’s because an executive summary highlights what’s to come in the business plan but in a more condensed fashion.

An executive summary gives stakeholders who are reading your business plan the key points quickly without having to comb through pages and pages. Be sure to cover each successive point in a concise manner, and include as much data as necessary to support your claims.

You’ll cover other things too, but answer these basic questions in your executive summary:

  • Idea: What’s your business concept? What problem does your business solve? What are your business goals?
  • Product: What’s your product/service and how is it different?
  • Market: Who’s your audience? How will you reach customers?
  • Finance: How much will your idea cost? And if you’re seeking funding, how much money do you need? How much do you expect to earn? If you’ve already started, where is your revenue at now?

Step 2: Do your market research homework

The next step in writing a business plan is to conduct market research . This involves gathering information about your target market (or customer persona), your competition, and the industry as a whole. You can use a variety of research methods such as surveys, focus groups, and online research to gather this information. Your method may be formal or more casual, just make sure that you’re getting good data back.

This research will help you to understand the needs of your target market and the potential demand for your product or service—essential aspects of starting and growing a successful business.

Step 3: Set your business goals and objectives

Once you’ve completed your market research, you can begin to define your business goals and objectives. What is the problem you want to solve? What’s your vision for the future? Where do you want to be in a year from now?

These financial projections will give investors and lenders an understanding of the financial health of your business and the potential return on investment.

You may want to work with a financial professional to ensure your financial projections are realistic and accurate.

Step 7: Finalize your business plan

Once you’ve completed everything, it's time to finalize your business plan. This involves reviewing and editing your plan to ensure that it is clear, concise, and easy to understand.

You have a great idea for starting a new business or expanding your current one. You've thought through all the issues and created a roadmap for success. Now all you need is the funding to put your dreams into action. But how are you going to secure that funding? You can't just stroll into a bank or sit down at a committee meeting and hand them your notes and spreadsheets. You need to write a business proposal to lay out your plans and request the funds - and show you can pay them back.

You're an entrepreneur, you think, not a writer! You've never written more than a business letter and a meeting agenda. Don't worry. It doesn't need to be an intimidating process, because there is a basic structure to every business proposal. Here are the four parts, in order: simply 1) introduce yourself; 2) show that you understand your customers/clients and their needs; 3) describe how your goods and services meet those needs and present your expected expenses and profits; and 4) persuade the bank or committee that you have integrity and can be trusted with the money.

You don't need to start out with blank pages, either. You can speed up the proposal writing process by using pre-designed templates and samples, along with simple automation software.

The length of your proposal will vary depending on the complexity of the project you are proposing and how much funding you require. It is obviously easier to describe an expansion plan and present financial data for an existing business than it will be to describe how you will get a new business up and running. Your proposal might be only ten pages long, or it might need to include dozens of pages.

The secret to creating a successful funding proposal is to show a need or desire on the part of your prospective clients/customers, and then to show how you will meet that need and profit from providing the solution. When requesting funding, you also need to keep in mind the needs of the bank or funding committee. Put yourself in the other party's shoes. What does your prospective funder need or want? What are their concerns? How have you gathered this information? What sort of information about your business experience and financial know-how will the funding institution want from you before handing you money? Lending institutions and grant committees want to understand your background and your plan to determine if your business is likely to succeed.

A bank or investor will also want to see your plan for paying them back. This is where a repayment plan is necessary, as well as information that shows you have enough assets for collateral in case you default. Banks will have a lower risk threshold than an angel investor so you will need to tailor your request more conservatively for a bank. A bank may only be concerned that the loan will be paid back with interest. An investor will also want to see your exit plan and know how you plan on cashing out.

Start your business plan funding proposal by introducing yourself and the proposal with a Cover Letter and Title Page. Your Cover Letter should be brief: simply explain who you are, include all relevant contact information, and print the letter on your company letterhead. Also add a call to action statement such as requesting a meeting or directly asking that the funding be approved. The Title Page should simply introduce your proposal and the specific project you are proposing. After the introduction section comes the section where you talk about your clients or customers: the people who want or need your goods or services. Here you will include topics that demonstrate your understanding of the business market. Depending on the complexity of the project you are proposing, you may or may not need to start off with a detailed summary (called an Executive Summary). In this section, describe the market need that you intend to fill, and provide statistics and data to back up your assertions. You need to impress the proposal readers with your market knowledge. This is not yet the place where you talk about your goods or services. This section is all about proving a need or desire for your business.

After the market-centered section comes the section where you explain how your goods or services will provide solutions to the needs you described. You'll add pages with titles like Products, Services Provided, Benefits, Price List, Services Cost Summary and so forth - include all the topics you need to describe exactly what you intend to provide and how much it will cost. Depending on the sort of business you are requesting funding for, you may also need to include descriptions of Facilities, Equipment, and Personnel that you need for your proposed project.

At each step in this section, you will need to describe expected expenditures and returns. Depending on whether you are requesting funding for an existing business or asking for money to launch a new enterprise, you will need to prove your case by including pages with titles like Funding Request, Income Projection, Breakeven Analysis, Project Budget, Annual Budget, Cost Management, Cash Flow Analysis, and Return on Investment. Also make sure to include a Repayment Plan to show the bank or investor how they will be paid back and potentially profit from funding your business. Add your Exit Plan if submitting to an investor.

After you've described what you are proposing to do and how much it will cost comes the final section, where you provide information about your company and your financial history. If you're already running a business, you'll need to provide a financial overview of that business, including pages such as a Profit and Loss Statement. Your goal is to conclude your proposal by convincing the prospective client that you can be trusted to deliver the goods or services you have described, succeed in your business, and pay back the funding. In this section, you'll add pages like About Us / Company History, Awards, Testimonials, References, Qualifications, Capabilities, Our Clients, Experience, and so on. Include everything you need to convince the bank or funding committee that you know what you're talking about and can do what you've promised.

After the proposal is written, take some time to make sure the pages look good, too. You might consider adding color and graphics by incorporating your company logo, selecting custom bullet points and fonts, or adding colored page borders. Don't go overboard, though - keep the overall tone business-like. Learn how to effectively select colors for a winning business proposal.

Be sure to carefully proofread and spell-check all the pages. If your proposal seems sloppy, the reader may conclude that you are not professional and don't pay attention to details. Recruit a proofreader who is not familiar with your proposal to do the final proof, because it's nearly impossible to spot errors in your own work. Keep in mind that spell check cannot catch words that are correctly spelled but misused.

Save your proposal as a PDF file or print it, and then deliver it. If the bank or funding committee has specific rules, obey them to the letter. It's common to email PDF files nowadays, but a hand-delivered printed proposal may impress the money-lenders more. If you have a lot of competition for limited funds in your area, put your best effort into the proposal and delivery.

BILLINGS, Mont. (AP) — The Biden administration is advancing its plan to restrict logging within old-growth forests that are increasingly threatened by climate change, with exceptions that include cutting trees to make forests less susceptible to wildfires , according to a U.S. government analysis obtained by The Associated Press.

The analysis, which is expected to be published Friday, shows that officials intend to reject a blanket prohibition on old-growth logging that’s long been sought by some environmentalists. Officials concluded that such a sweeping ban would make it harder to thin forests to better protect communities against wildfires that have grown more severe as the planet has warmed.

“To ensure the longevity of old-growth forests, we’re going to have to take proactive management to protect against wildfire and insects and disease,” Forest Service Deputy Chief Chris French told the AP. Without some thinning allowed on these forests, he said there is a risk of losing more trees.

The exceptions under which logging would be allowed are unlikely to placate the timber industry and Republicans in Congress, who have pushed back against any new restrictions. French asserted that the impacts on timber companies would be minimal.

“There’s so little timber sales that occur right now in old-growth ... that the overall effects are very small,” French said.

The U.S. timber industry employs about 860,000 people, which is about 30% fewer than in 2001, according to government data. Much of their work shifted in recent years to timber from private and state lands, after harvests from national forests dropped sharply beginning in the 1990s due to new policies, changing lumber markets and other factors.

The proposed changes on old-growth mark a shift for an agency that has historically promoted logging. They’re expected to be finalized before Democratic President Joe Biden’s term ends in January, and they come after he issued a 2022 executive order that directed the U.S. Department of Agriculture to identify old-growth forests across the nation and devise ways to conserve them.

That order touched off a flurry of disagreement over what fits under the definition of old-growth and how those trees should be managed.

Old-growth forests, such as the storied giant sequoia stands of Northern California, have layer upon layer of undisturbed trees and vegetation. There’s wide consensus on the importance of preserving them — both symbolically as marvels of nature, and more practically because their trunks and branches store large amounts of carbon that can be released when forests burn, adding to climate change.

Underlining the urgency of the issue are wildfires that killed thousands of giant sequoias in recent years.

Most old-growth forests across the U.S. were lost to logging as the nation developed over the past few centuries. Yet pockets of ancient trees remain, scattered across the U.S. including in California, the Pacific Northwest and areas of the Rocky Mountains. Larger expanses of old growth survive in Alaska, such as within the Tongass National Forest.

Old-growth timber harvests in the Tongass were limited in 2021 to small commercial sales. Those would no longer occur under the administration’s proposal.

The new analysis follows a separate report on threats to old-growth forests that was finalized last week. It concluded that wildfires, insects and disease have been the main killers of old-growth trees since 2000, accounting for almost 1,400 square miles (3,600 square kilometers) of losses.

By contrast, logging on federal lands cut down about 14 square miles (36 square kilometers) of old-growth forests. That figure has been seized on by timber industry representatives who argue that further restrictions aren’t needed.

“A binding restriction on timber harvest is not where their priority ought to be,” said Bill Imbergamo, of the Federal Forest Resource Coalition, an industry group. He added that exceptions by federal officials to allow some logging could be challenged in court, which could tie up even small logging projects that are focused on reducing wildfire risks.

Environmentalists have urged the administration to go even further as they seek to stop logging projects on federal lands in Oregon, South Dakota, Montana, Idaho and other states.

Jamie Williams, president of The Wilderness Society, said the proposal was “a step in the right direction.”

“But it must go further to protect and restore resilient old-growth forests in a way that meets the challenges of the changing climate,” he added.

Government inventories have identified about 50,000 square miles (130,000 square kilometers) of old-growth forests in federal lands across the U.S. and 125,000 square miles (320,000 square kilometers) of mature forests that haven’t yet reached old-growth status. That includes land overseen by the Forest Service and the Bureau of Land Management, which in April adopted a rule intended to put conservation on equal footing with extractive industries such as logging and energy development.

Environmentalists lobbied unsuccessfully for the Forest Service to extend its old-growth logging restrictions to mature forests. That means those forests remain exposed to potential commercial logging, said Blaine Miller McFeeley, of the environmental group EarthJustice.

“If you don’t have protections for mature trees, there will never be a new cohort of old-growth,” he said.

Under former President Donald Trump, federal officials sought to open up huge areas of West Coast forests to potential logging. Federal wildlife officials reversed the move in 2021 after determining that political appointees under Trump relied on faulty science to justify drastically shrinking areas of forest that are considered crucial habitats for the imperiled northern spotted owl.

Budget Provides Significant Property Tax Relief, the Highest Level of School Funding in History, A Fourth Consecutive Full Pension Payment, and a New Dedicated Funding Stream for NJ TRANSIT   $6.1 Billion Surplus to Help Weather Future Financial Challenges TRENTON – Governor Phil Murphy today signed the Fiscal Year 2025 Appropriations Act into law, building on the Administration’s commitment to making New Jersey the best place to raise a family by increasing affordability, creating new economic opportunities, promoting fiscal responsibility, and investing in a more equitable future for all New Jerseyans.  The $56.7 billion Fiscal Year 2025 (FY2025) budget, approved by the Legislature earlier in the day, provides significant direct property tax relief for homeowners and renters, yields the highest level of school funding in history, delivers a fourth consecutive full pension payment, and creates a new, dedicated funding stream – the Corporate Transit Fee – to support NJ TRANSIT, among other investments that improve the health, safety, and economic well-being of New Jersey’s residents. In addition, the budget provides a $6.1 billion surplus to help the State weather future financial challenges.  “With this budget, we are going to make life more affordable for more families. We are going to create new economic opportunities for our workers and local businesses. This budget is not just about balancing books; it's about balancing the scales of opportunity and equity for all New Jerseyans.”  “This budget invests in New Jerseyans at every stage of life, from record school funding for our children, to significant property tax relief for both homeowners and renters, to a historic contribution to the public pension system,” said State Treasurer Elizabeth Maher Muoio . “I would like to thank my staff at the Department of the Treasury, particularly the hardworking teams at the Office of Management and Budget and the Office of Revenue and Economic Analysis, for their tireless efforts behind the scenes to help deliver the State Budget to the people of New Jersey.”  Increasing Affordability  Building on efforts to make the Garden State more affordable for residents and families, the FY2025 budget includes more than $3.6 billion for direct property tax relief. This includes the third year of the historic ANCHOR Property Tax Relief Program, which provided more than $2.2 billion to nearly two million residents in the most recent filing season. In total, the ANCHOR program has provided more than $4 billion in direct tax relief in the past two years.  With a focus on providing relief for seniors, the budget maintains the popular Senior Freeze property tax relief program, which was expanded last year to include 58,000 new households.  Additionally, the budget provides over $200 million to pre-fund the Stay NJ property tax relief program that is expected to launch in FY2026. Once fully implemented, Stay NJ is intended to cut property taxes in half for many eligible New Jersey seniors by providing a direct credit of up to $6,500 on property tax bills.  With the goal to ease the burden on working and middle-class families, this budget maintains recent expansions of the Earned Income Tax Credit, the Child and Dependent Care Tax Credit, and the Child Tax Credit, which was doubled last year to enable families with young children to receive up to $1,000 per child.  Beyond tax relief, this budget maintains a strong commitment to making life more affordable for New Jerseyans at all stages of life.   The budget includes $82.5 million to maintain expanded eligibility for the popular Pharmaceutical Assistance for the Aged and Disabled (PAAD) and Senior Gold programs to further cut costs for life-enhancing – and life-saving – prescription drugs.  For working New Jerseyans striving to save for the future, the budget provides funding for the RetireReady NJ program (formerly known as the Secure Choice Savings Program). Following a successful pilot program this spring, RetireReady NJ will launch fully this summer to provide a new option for retirement savings for private sector employees.  Aiming to increase homeownership opportunities, this budget includes more than $50 million for a multi-faceted investment to boost New Jersey’s housing supply and make homeownership more affordable. The FY2025 budget will also support P.L.2024, c.2, which was landmark legislation that the Governor signed in March to help towns meet their affordable housing obligations.  Prioritizing Affordable Education and Protecting Our Youth  The FY2025 budget makes significant investments in the next generation, starting with maintaining New Jersey’s status as the best-in-the-nation public school system. It completes the seven-year phase-in of the school aid formula by providing more than $900 million in direct K-12 aid for public schools, for a total of almost $12 billion. With this budget, the State has increased overall K-12 support to New Jersey’s public schools by more than $3.5 billion over seven years, a more than 40 percent increase, all of which helps offset local property taxes.   For New Jersey’s youngest students, the budget includes an additional $124 million for pre-K education, of which $20 million will be used to expand into new districts to create over 1,000 new seats. Since FY2018, pre-K funding has increased by over $427 million and the State has added over 14,600 seats, pushing the state closer to achieving universal pre-K for all New Jersey families.  Continuing the work to make access to higher education more affordable, the budget includes over $290 million in aid to community colleges, including over $169 million in formulaic operating aid. The appropriation for community college operating aid during the final year of the Christie Administration was $134 million. Additionally, the budget includes more than $982 million for senior public institution operating support and the outcomes-based allocation. Compared to FY2018, this is a $290 million increase.     To ensure New Jersey is able to attract, train, and retain the workforce necessary to continue providing a top-quality education to our students, the budget allocates over $15 million to teacher training programs. This includes $10 million for student-teacher stipends to help future educators meet the costs of living while working and studying for their credentials, and $5 million to fund the Teachers Loan Redemption Program.  In addition to record school funding and initiatives to train teachers, the FY2025 budget allocates more than $100 million of growth to support Cover All Kids, which provides health coverage for children.  The budget also includes an additional $30 million to provide free school meals. In addition, New Jersey has joined 37 other states to take part in the Summer EBT program, which will combat child hunger during the summer and bring in over $60 million in federal funds. More than 550,000 children in New Jersey are already receiving benefits this summer, with more than $66 million in federal benefits expected to be distributed.  Promoting Fiscal Responsibility  The FY2025 budget makes a record full pension payment of $7.162 billion, including contributions from the State Lottery, bringing the total contribution to the pension fund under Governor Murphy to $39.9 billion, or more than triple the total contributions – $12.2 billion – made by the previous six administrations combined. This budget marks the fourth year in a row funding a full pension payment, making Governor Murphy the first governor in a generation to make payments equal to or greater than 100 percent of the Actuarially Determined Contribution (ADC) four years in a row.  With a commitment to strong fiscal governance, the budget includes a surplus of $6.1 billion, nearly ten times larger than the average surplus under the previous administration.   Because of the shared concern with addressing the State’s structural budget issues, the Governor and legislative leadership have agreed that most of the new spending added to the final FY2025 Appropriations Act will be one-time, non-recurring additions.  Continuing the State’s focus on reducing debt, the budget utilizes the Debt Defeasance and Prevention Fund to provide $120 million to finish the State Police Training Center and $70 million to support State parks. These funds will be used to revitalize Liberty State Park and break ground on the Garden State Greenway.  Another $21 million is allocated to convert veterans’ homes to single occupancy, while almost $2 million from the State Fiscal Recovery Fund will be used to provide new beds and medical equipment at all three veterans’ homes as part of the Administration’s continued effort to provide veterans with the care they deserve.  Investing in NJ TRANSIT  The Murphy Administration inherited an agency in deep crisis after years of underfunding and disinvestment. However, over the past six years, NJ TRANSIT has overcome many operational challenges, with nearly every major metric – reliability, on-time performance, safety, and customer satisfaction – making notable improvement. As evidenced this summer, the agency still faces challenges, and remains in need of an additional dedicated funding source.  The new Corporate Transit Fee included in this budget will create another dedicated funding stream for NJ TRANSIT that will provide fiscal support for the next five years. This funding will ensure service is maintained as ridership continues to recover from the pandemic while building upon major operational improvements.  The fee will affect NJ’s wealthiest corporations with net taxable income greater than $10 million. Small and medium-sized businesses would not be impacted – in fact, nearly 2,500 companies will see their taxes decrease from last year.   The fee will sunset in FY2029.  Investing in Economic Opportunity and Community Growth  New Jersey has become a major player in the innovation, clean energy, and entertainment industries, earlier this year securing the opportunity to host the FIFA World Cup 26TM Final and seven other matches. The FY2025 budget builds upon these accomplishments by combining ambitious investments with important support for local communities.  Furthering the goal of positioning New Jersey atop the innovation economy, the budget includes a suite of initiatives to advance the Governor’s AI Moonshot and augment the AI Hub being created at Princeton University. The funding includes $4 million to establish an innovation challenge to reward innovators for solving public-facing problems with State data; $400,000 to fund the AI focused Global Entrepreneurs-in-Residence pilot program to help international students at New Jersey universities launch cutting-edge businesses; $1.5 million to fund AI education in K-12 classrooms and develop new Career and Technical Education programs targeted to AI; and $2 million to help budding entrepreneurs build out start-ups related to general artificial intelligence and connect with the AI innovation hub.  As New Jersey continues to lead in enacting climate change reforms, this budget includes $40 million to provide the State match for a federal electric grid modernization program to upgrade our infrastructure to meet our climate goals.   The FY2025 budget also supports small businesses with continued funding for the Main Street Recovery Program, a successful program providing multiple financial assistance products targeted to the growth and success of small businesses in New Jersey. Additionally, the budget also continues support for Manufacturing Initiatives and Strategic Innovation Centers, bringing the total investment in all three to over half a billion dollars over the past five years.  Building on investments in New Jersey’s job and small business growth, the budget provides several programs to expand workforce development, including $5 million to launch a Nursing Workforce Initiative, a suite of workforce programs designed to ensure future nurses have experienced faculty and the resources they need to complete their training; and increasing the Behavioral Healthcare Loan Redemption Program by $2 million.  Additionally, the FY2025 budget provides over $30 million in funding for a two-year initiative to end veteran’s homelessness through services and interventions to help place over 1,000 homeless veterans in New Jersey into stable housing.  Recognizing the emergent needs residents sometimes face, the budget increases rates for emergency hotel and motel placements to help families in need of emergency housing.  The budget also builds on the successful ARRIVE Together program, which brings police and mental health professionals together to respond to crises, with an additional $10 million to nearly double last year’s investment – to expand the initiative to new municipalities while boosting hours of availability.  This budget also includes new investments in the parole system and the Office of the Public Defender to protect civil rights and maintain New Jersey’s exceptionally low recidivism rate.  The budget builds on the significant youth mental health investments made by Governor Murphy. It includes over $40 million for the NJ Statewide Student Support Services (NJ4S) network, which stood up its first regional hubs in September. It also includes over $50 million for cost-of-living increases in the Children's System of Care and new Mental Health Initiatives.  The budget also invests in the State’s family and maternal health care programs. Russia has made getting a divorce way more expensive in order to fund its war efforts

  • Russia plans to increase divorce fees to help pay for the Ukraine war, Bloomberg reported.
  • The Finance Ministry's proposal raises divorce fees from 650 to 5,000 rubles.
  • Fees are also rising on name changes and business complaints, the outlet said.

Divorce in Russia won't be cheap after Moscow drafted a proposal to step up fees for ending a marriage, Bloomberg reported, citing local news reports.

The Finance Ministry motioned to multiply divorce fees to 5,000 rubles, an eightfold increase from the 650 rubles it currently costs. The fees would be equal to about a quarter of the country's minimum monthly wage, the outlet said.

The plan would help raise funds for Moscow's war against Ukraine at a time of increasing financial pressure from the West. In June, the US doubled down on slashing Russia's financial lifelines, taking aim at virtually any foreign entity that still maintains ties to Moscow .

That's bound to add more pain to the country's economy as it continues to pour money into the war effort. Russia has been running a budget deficit since the end of 2022.

Bloomberg wrote that the proposal also included a threefold jump in fees for name changes in official documents and higher fees to file business complaints with the country's antitrust office.

But the focus on divorce may also be tied to Russian concerns over shrinking demographics. The divorce rate in the country is one of the highest in the world, with 683,700 registered in 2023, Bloomberg said.

Meanwhile, President Vladimir Putin has frequently called for Russians to have bigger families amid the country's low birth rate and declining population. Some of that decline may be attributed to the number of soldiers killed in Ukraine and emigration driven by the war.

"If we want to survive as an ethnic group — well, or as ethnic groups inhabiting Russia — there must be at least two children," Putin said in February.

The main difference in starting a small business versus an investor-funded business is the market research and operational and financial details needed to support the concept.

1. Your Mission or Vision

Start by declaring a “dream statement” for your business. You can call this your executive summary, vision statement or mission. Whatever the name, the first part of your business plan summarizes your idea by answering five questions. Keep it brief, such as an elevator pitch.   • What does your business do? Are you selling products, services, information or a combination?

This is where you detail your offer, such as selling products, providing services or both, and why anyone would care. That’s the value proposition. Specifically, you’ll expand on your answers to the first and fourth bullets from your mission/vision.

As you complete this section, you might find that exploring value propositions uncovers marketable business opportunities that you hadn’t yet considered. So spend some time brainstorming the possibilities in this section.

For example, a cottage baker startup specializing in gluten-free or keto-friendly products might be a value proposition that certain audiences care deeply about. Plus, you could expand on that value proposition by offering wedding and other special-occasion cakes that incorporate gluten-free, keto-friendly and traditional cake elements that all guests can enjoy.

3. Audience and Ideal Customer

Here is where you explore bullet point number three, who your business will benefit. Identifying your ideal customer and exploring a broader audience for your goods or services is essential in defining your sales and marketing strategies, plus it helps fine-tune what you offer.

There are many ways to research potential audiences, but a shortcut is to simply identify a problem that people have that your product or service can solve. If you start from the position of being a problem solver, it’s easy to define your audience and describe the wants and needs of your ideal customer for marketing efforts.

Using the cottage baker startup example, a problem people might have is finding fresh-baked gluten-free or keto-friendly sweets. Examining the wants and needs of these people might reveal a target audience that is health-conscious or possibly dealing with health issues and willing to spend more for hard-to-find items.

However, it’s essential to have a customer base that can support your business. You can be too specialized. For example, our baker startup can attract a broader audience and boost revenue by offering a wider selection of traditional baked goods alongside its gluten-free and keto-focused specialties.

4. Revenue Streams, Sales Channels and Marketing

Thanks to our internet-driven economy, startups have many revenue opportunities and can connect with target audiences through various channels. Revenue streams and sales channels also serve as marketing vehicles, so you can cover all three in this section.

Revenue Streams

Revenue streams are the many ways you can make money in your business. In your plan template, list how you’ll make money upon launch, plus include ideas for future expansion. The income possibilities just might surprise you.

This section of your simple business plan template explores how to structure and operate your business. Details include the type of business organization your startup will take, roles and responsibilities, supplier logistics and day-to-day operations. Also, include any certifications or permits needed to launch your enterprise in this section.

Our cottage baker example might use a structure and startup plan such as this:

  • Business structure : Sole proprietorship with a “doing business as” (DBA) .
  • Permits and certifications : County-issued food handling permit and state cottage food certification for home-based food production. Option, check into certified commercial kitchen rentals.
  • Roles and responsibilities : Solopreneur, all roles and responsibilities with the owner.
