Datasets described in IEEE Data Descriptions must be findable, accessible, interoperable, and reusable. The dataset needs to be of a quality high enough that other researchers can use it for their research experimentation and have some permanence. It’s quite obvious that in today’s information age, access to research papers is crucial for academic and professional success and growth.

However, many research papers, especially those published in IEEE (Institute of Electrical and Electronics Engineers) journals and conferences, often come with subscription that requires one to pay.

But what if you could access and download these valuable resources for free?

In this article, we will look at how to download IEEE research papers for free.

To kick-start your journey to accessing IEEE research papers for free, the first step is to visit the IEEE Explore Site Library.

Step 2: Search for the Paper Name

Once you’re on the IEEE Explore site, use the search bar to look for the paper you’re interested in.

You can search by the paper’s title, keywords, or the author’s name.

The more specific your search query, the easier it will be to locate your desired paper.

Step 3: Locate the DOI Section

After finding the paper you need, open it and scroll down to locate the DOI (Digital Object Identifier) section.

The DOI is a unique alphanumeric code assigned to each academic paper, making it easy to access the paper online.

Now that you’ve found the DOI, highlight and copy the code.

💡 Though, instead of copying the DOI code, you can also copy the site URL. But we recommend copying the DOI code, as it’s a more direct method.

Step 4: Visit Sci-Hub

To access the IEEE research paper for free, you’ll need to head over to Sci-Hub .

Sci-Hub is a platform that provides free access to millions of research papers, bypassing paywalls and subscription requirements.

It allows one to download not only IEEE research papers for free but also research papers from Wiley, ScienceDirect, Springer and others.

Step 5: Paste the DOI Code

Once you’re on Sci-Hub’s website, you’ll find an available box.

Paste the DOI code you copied from the IEEE Explore site library into this box.

Then, click the “Open” button.

IEEE provides guidelines for formatting your paper. These guidelines must be followed when you’re submitting a manuscript for publication in an IEEE journal. Some of the key guidelines are:

• Formatting the text as two columns, in Times New Roman, 10 pt.
• Including a byline, an abstract , and a set of keywords at the start of the research paper
• Placing any figures, tables, and equations at the top or bottom of a column, not in the middle
• Following the appropriate heading styles for any headings you use
• Including a full list of IEEE references at the end
• Not including page numbers

The template below can be used to make sure that your paper follows IEEE format. It’s set up with custom Word styles for all the different parts of the text, with the right fonts and formatting and with further explanation of key points.

IEEE recommends specific heading styles to distinguish the title and different levels of heading in your paper from each other. Styles for each of these are built into the template.

The paper title is written in 24 pt. Times New Roman, centered at the top of the first page. Other headings are all written in 10 pt. Times New Roman:

• Level 1 text headings begin with a roman numeral followed by a period. They are written in small caps, in title case, and centered.
• Level 2 text headings begin with a capital letter followed by a period. They are italicized, left-aligned, and written in title case.
• Level 3 text headings begin with a number followed by a closing parenthesis . They are italicized, written in sentence case, and indented like a regular paragraph. The text of the section follows the heading immediately, after a colon .
• Level 4 text headings begin with a lowercase letter followed by a closing parenthesis. They are italicized, written in sentence case, and indented slightly further than a normal paragraph. The text of the section follows the heading immediately, after a colon.
• Component headings are used for the different components of your paper outside of the main text, such as the acknowledgments and references. They are written in small caps, in title case, centered, and without any numbering.

You should use 10 pt. Times New Roman font in your IEEE format paper .

For the paper title, 26 pt. Times New Roman is used. For some other paper elements like table footnotes, the font can be slightly smaller. All the correct stylings are available in our free IEEE format template .

No, page numbers are not included in an IEEE format paper . If you’re submitting to an IEEE publication, page numbers will be added in the final publication but aren’t needed in the manuscript.

IEEE paper format requires you to include an abstract summarizing the content of your paper. It appears at the start of the paper, right after you list your name and affiliation.

The abstract begins with the word “Abstract,” italicized and followed by an em dash. The abstract itself follows immediately on the same line. The entire section is written in bold font. For example: “ Abstract —This paper discusses … ”

UVA’s Mircea Stan and ECE’s Wayne Burleson Ace the “Test of Time” with their IEEE Technical Impact Award

The Institute of Electrical and Electronics Engineers (IEEE) has selected Professor Mircea Stan of the University of Virginia (UVA) and his former mentor at UMass Amherst, Professor of Electrical and Computer Engineering (ECE) Wayne Burleson, to receive the 2024  A. Richard Newton Technical Impact Award in Electronic Design Automation for their 1995 paper based on Stan’s research. According to the IEEE, the award was established “to honor a person or persons for an outstanding technical contribution within the scope of electronic-design automation, as evidenced by a paper published at least 10 years before the presentation of the award.” The winning paper – published in the March 1, 1995, issue of  IEEE Transactions on Very Large Scale Integration Systems – was titled  Bus-invert Coding for Low-Power I/O .

Stan and Burleson’s pioneering 1995 paper offered an elegant solution to the troublesome issue of inefficient power dissipation in the input/output (I/O) of an integrated circuit.

In their 1995 paper, Stan and Burleson suggested a visionary proposal: “the bus-invert method of coding the I/O, which lowers the bus activity and thus decreases the I/O peak power dissipation by 50 percent and the I/O average power dissipation by up to 25 percent.” 

Stan and Burleson added that “The method is general but applies best for dealing with buses. This is fortunate because buses are indeed most likely to have very large capacitances associated with them and consequently dissipate a lot of power.”

As Stan and Burleson explained the backstory to their paper, “Technology trends and especially portable applications drive the quest for low-power, very-large-scale-integration (VLSI) design. Solutions that involve algorithmic, structural, or physical transformations are sought. The focus is on developing low-power circuits without affecting too much the performance (area, latency, period).” 

Stan and Burleson went on to say that “For complementary metal-oxide-semiconductor (CMOS) circuits, most power is dissipated as dynamic power for charging and discharging node capacitances. This is why many promising results in low-power design are obtained by minimizing the number of transitions inside the CMOS circuit.” 

According to Stan and Burleson, “While it is generally accepted that (because of the large capacitances involved) much of the power dissipated by an integrated circuit is at the I/O, little has been specifically done for decreasing the I/O power dissipation.” Their 1995 paper tackled that specific problem in what has proven to be a groundbreaking way over the past three decades.

Stan is currently the director of the UVA School of Engineering and Applied Science’s Computer Engineering Program and director of the Computer Engineering Virginia Microelectronics Consortium. He received his diploma degree from the Politehnica University of Bucharest in Romania in 1984 and later earned his M.S. and Ph.D. degrees from UMass Amherst in 1994 and 1996, respectively. He teaches in the UVA Department of Electronics and Communication Engineering and does research in high-performance, low-power VLSI, temperature-aware circuits and architecture, embedded systems, and nanoelectronics.

Stan is a member of the Association for Computing Machinery, Eta Kappa Nu, Phi Kappa Phi, and Sigma Xi. He was a recipient of the National Science Foundation CAREER Award in 1997. He was also an associate editor of the IEEE Transactions on Circuits and Systems—Part I: Regular Papers from 2004 to 2008 and the IEEE Transactions on Very Large-scale Integration Systems from 2001 to 2003. Currently, he is an associate editor of the IEEE Transactions on Nanotechnology . He was a Distinguished Lecturer of the IEEE Circuits and Systems Society from 2004 to 2005 and from 2012 to 2013.

Burleson has been in the ECE department at UMass Amherst since 1990. From 2012-2017, he was a Senior Fellow at AMD Research on a team whose research led to the most powerful and green supercomputers in the world. He has also had previous sabbaticals at EPFL, LIRM Montpellier, and Telecom Paris. 

Burleson has also worked as a custom-chip designer and consultant in the semiconductor industry with VLSI Technology, DEC, Compaq/HP, Intel, Rambus, and AMD, as well as several start-ups. His research is in the general area of security engineering and VLSI, including medical devices, radio-frequency identification, lightweight security, post-CMOS circuits, and computer-aided design for low-power, interconnects, clocking, reliability, thermal effects, process variation, and noise mitigation. 

Burleson has published more than 200 papers in refereed publications in these areas and is a Fellow of the IEEE for contributions to integrated-circuit design and signal processing. He has electrical-engineering degrees from the Massachusetts Institute of Technology and the University of Colorado. (June 2024)

Seeking Advice: How can I access IEEE research papers for project purposes without an institution's subscription?

I hope you're all doing well. I'm currently working on a project that requires access to a couple of IEEE research papers. Unfortunately, my institution doesn't have an IEEE subscription, and I'm unable to access these papers directly. I have managed to obtain summaries of the papers through ChatGPT, but I need the full content for my project.

I was wondering if any of you have encountered a similar situation or have any suggestions on how I can gain access to these papers without an institutional subscription. I understand that IEEE papers are valuable resources for research and development, and I would greatly appreciate any guidance or assistance you can provide.

Here are a few options I have considered so far, but I'm not sure about their viability:

1. Contact the authors directly: I'm thinking of reaching out to the authors of the papers and explaining my situation. Is it common for authors to share their papers with individuals who don't have access to them? If so, how can I politely and effectively request access?
