The Swedish Red Cross (SRC) in partnership with the International Committee of the Red Cross (ICRC), an independent humanitarian organization whose mandate is to provide protection and assistance for victims of armed conflict and internal disturbances, has vacancies for:

The ICRC is an independent, neutral organization providing humanitarian protection and assistance for victims of armed conflict and other situations of violence. It takes action in response to emergencies, works in protracted conflicts and other situations of violence and at the same time promotes respect for international humanitarian law (IHL) and its implementation in national law.

The ICRC Delegates are deployed all over the world to contribute to the organization’s mandate! Their duties focus either on protection-related activities or are more polyvalent in nature. The ICRC fosters an integrative approach and the Delegates work in close collaboration with other ICRC departments (e.g. Health, Economic Security, Communication, etc…) to reach their objectives.

ROLES DESCRIPTION & MAIN RESPONSIBILITIES

Are you the next ICRC delegate who can support ICRC operations on the ground?

Based on one of our duty stations, your responsibilities vary in accordance with the operationals’ needs and may evolve rapidly.

Main duties are as follows:

Supporting the analysis of the general situation (including security) and the humanitarian needs of the affected population according to the Delegation’s strategy and objectives.

Expanding or consolidating a network within their area of responsibility (e.g. affected communities, local authorities, arms carriers, non-governmental organizations, National Red Cross/Red Crescent societies, community/tribal leaders, etc.).

Carrying out field trips in order to monitor the situation and assess the victims of armed conflict and other situations of violence needs.

Implementing protection activities, such as visiting detainees, searching for family members separated by the armed conflict/other situations of violence or international migration, and documenting violations of IHL/human rights law.

Collaborating with ICRC departments and the Red Cross/Red Crescent movement, contributing to the implementation of their activities to provide assistance.

Planning and carrying out dissemination sessions on ICRC’s activities and mandate for target audiences.

Maintaining and developing a dialogue/relationship with actors relevant for ICRC’s security, such as security forces, arms carriers, to obtain the necessary security guarantees. Following up on the evolution of the security situation; proactively/regularly sharing the information to the relevant managers, including written reports on security incidents.

Writing timely internal and external reports ensuring respect for confidentiality and the appropriate follow-up.

May be called upon to manage a team (on an ad hoc basis or permanently).

REQUIRED SKILLS AND EXPERIENCES

Bachelor's degree or equivalent.

At least two years of relevant working experience.      

Fluency / good command in 3 languages:

Fluency in English (minimum C1 level).

Fluency in of one of the following: French, Arabic, Russian or Portuguese (minimum C1 level).

In addition, good command of one of the following: French, Arabic, Russian, Portuguese or Spanish (minimum B2 level) with the willingness to commit to developing fluency.

DESIRED PROFILE

Excellent writing skills and ability to build clear and concise reports.

Strong ability and experience to communicate with the civilian population, families of missing, detainees, etc.

Experience in the area of education, sexual violence, accountability to affected populations or other protection topics (e.g. detention, judicial guarantees, missing persons and their families, protection of civilians, internal displacement, migration, community-based protection, child protection, urban violence, data analysis, opportunities and challenges related to digital technology).

Cross-cultural awareness gained through previous humanitarian or other voluntary experience, ideally with international exposure.  

Proven interpersonal skills and a strong commitment to a collaborative approach in a multi-cultural and multi-disciplinary team.

Flexibility and able to adapt to changing situations and react appropriately.

Capacity to work autonomously and proactively.

Good planning and organizational skills with a priority mentality.

Preparedness to function in an insecure and stressful environment with few social outlets.

Understanding of security risks and capacity to follow security rules and procedures.

Demonstrated ability to work in proximity to affected communities.

Humanitarian work motivation and commitment to the ICRC’s mandate and principles.

Familiarity with the Red Cross/Red Crescent movement is an asset.

Experience in managing teams and programs is a strength.

Interest to develop as a line manager and coordinate field operations.

OUR OPERATIONAL AND FIELD CONSTRAINTS

Aligned with the principle of neutrality, the ICRC does not assign personnel to a country of which they are nationals.

Applicants who have more than one nationality are encouraged to indicate this information as it is relevant for deployment reasons.

Candidates must possess a driving license for manual transmission vehicles.

Applicants must be prepared to accept unaccompanied postings (i.e. no spouse, partner, children, or dependents) for a minimum of two years and to go to any location proposed.

Candidates selected need to be in good health and will have to do a medical check-up prior to departure in the field.

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian protection and assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Visiting detainees, re-uniting families separated by conflict, organising emergency relief aid and talking to combatants about their responsibilities under the Geneva Conventions are all in day’s work for the ICRC. As an interpreter, you will be the vital communication link enabling ICRC delegates to carry out these protection-related activities.

  • Oral interpretation: from Pashto to English and vice versa during confidential interviews with people deprived of liberty, ICRC institutional dissemination, ICRC dialogue with authorities, activities to establish the family links which includes delivering Red Cross messages, family tracing and visits to families of detainees.
  • Written translation: translation of Pashto language (newspaper articles, correspondence, etc.) into written English.
  • Analysis and reporting as required: analysis of conditions of detention, security and other matters relating to the ICRC's mandate.  
  • Very good command of English and Pashto.
  • 2 years of professional experience. Previous interpreter or translator experience is an advantage.
  • Strongly motivated by humanitarian work.
  • Able to work under pressure in a potentially dangerous environment.
  • Open-minded and adaptable.
  • University education/degree in interpretation or translation is an advantage.  
  • In line with the principle of neutrality, the ICRC does not assign personnel to a country of which they are nationals.
  • Candidates must be in good health and will have to do a medical check-up prior to departure in the field.

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation to ensure a concerted, rational, and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We advise and coordinate the international activities conducted in these situations.  

The Operational Communication delegate contributes to designing, planning, and implementing communication projects and activities for acceptance and security of the ICRC in coordination with the management of the field sub-structure and/or Communication or Communication/Prevention Manager. They contribute to representing the ICRC externally and building the vital understanding and acceptance of and support for the ICRC among key stakeholders.   

Responsibilities

  • Contributes to defining communication and, where relevant, prevention objectives, strategies, and plans of action for the geographic area or program covered, in line with the field sub-structure's priorities and/or the delegation’s communication/prevention strategy.
  • With minimum supervision, implements relevant communication activities and develops tools for operational communication, community engagement, promoting international humanitarian law (IHL) in coordination with Delegation’s IHL / networking team, building National Red Cross/Red Crescent Society communication capacity,
  • When requested contributes to public and digital communication, information analysis/environment scanning, interaction with religious circles, public affairs, and resource mobilization.
  • Replaces or plays the role of media delegate when needed and acts as a spokesperson.
  • Follows political, security, military, and humanitarian developments, as well as other issues relevant to the ICRC's reputation/perception and capacity to operate in the geographic area covered, contributing to their analysis.
  • Supports communication-related training and mentoring for field-structure staff and/or other departments when needed.

Relationships

  • Internally, interacts with the Head of Sub-Structure, Communication or Communication/Prevention Manager, and other staff involved in communication activities.
  • Externally, in consultation with the Head of Sub-Structure, interacts with conflict/violence-affected population groups, local authorities, political parties, village elders, representatives of displaced communities, religious leaders, media, Red Cross, and Red Crescent representatives, NGOs, advocacy groups, and academic circles.  

Requirement

  • University degree or equivalent in a relevant field such as communications, political science, international relations, or journalism. Analytical skills, ability to link perception, acceptance issues, and com activities.
  • Good knowledge of the main com technical fields (strategic com, digital, media relations, advocacy).
  • Digital literacy (proficiency in MS Office); familiarity with digital communication tools.
  • IHL knowledge is an asset.
  • Fluent in English (minimum C1) is mandatory. 
  • Professional level (Minimum B2) in an additional language used in ICRC communication (French Arabic, Spanish, Russian) is mandatory
  • High level of social and communication skills.
  • Solution-oriented approach, positive attitude in all circumstances. Ability to integrate within a multicultural team and to work in remote locations.

Professional Experience required

  • 5 years of work experience in a field relevant to communication and prevention.
  • Humanitarian field experience is a strong asset.

Are you yearning for a career in the humanitarian sector? Well, here’s some good news: every year the ICRC hires up to 150 new programme officers or ‘general delegates’. Delegates are the stage managers of the ICRC, the generalists who work alongside the medics, engineers and other specialists to put our mandate into practice. We train them up and send them to conflict zones around the world, where visiting prisoners-of-war, reuniting families separated by armed conflict and organising emergency relief will be just some of their daily tasks. We take on more delegates each year than any other profession and the entry requirements are reasonable. You’ll need two years of work experience, but – unlike many other organisations – we don’t insist on a master’s. The bad news is that we get around five thousand applications every year for this position. So how do you stand out from the crowd? First of all, your experience should be relevant – which brings me to the question I’m asked most often: ‘What is relevant experience?’ It’s a fair question, but it’s also my least favourite as there’s no single answer. When I was in the field I worked with delegates from diverse backgrounds, such as law, journalism and academia. But over the past six years, since I’ve been on the recruitment side of things, I’ve noticed more and more candidates coming directly from NGOs and charities. I think it’s because, as the sector has grown, there are more small organisations out there where you can gain experience before applying to the bigger ones. Not all NGO or charity jobs are equal, though. I always tell students that they’d be better off going to a developing country and working for a local NGO than doing a desk job with one of the big development agencies in London for example. The ICRC doesn’t farm out its projects to implementing partners, so it’s important that you can show you’ve worked directly with beneficiaries, service users, and local people. Volunteering for refugee organisations in the UK is a good start and you can do this while you’re studying. Secondly, languages are crucial – particularly for delegates. Why? Because as a delegate, we need to be able to send you to as many different countries as possible. So the more languages you speak, the more employable you’ll be. As a general rule the minimum requirement is English and French, with Spanish, Russian or Arabic in addition being highly desirable. In times of need, we might take people with ‘just’ English and Arabic or Russian, but if you want a career in the ICRC you’ll need French. There are very few people in senior positions who don’t speak it. Finally – and this might sound obvious, but it’s where many people fail – you’ll need to make a convincing argument in your cover letter in order to be selected for interview. Why do you want to work in a conflict zone, far from your friends and family? Why do you want to work for the ICRC in particular? What makes us special? Make sure you’ve done your homework on us and if you can make a strong case for yourself, you’ll be in with a fighting chance.
