Prior to October 7, 2023, the defining feature of Israeli foreign policy was the drive to normalize ties with Arab states, thereby "shrinking” the Israeli–Palestinian conflict and assembling Iran's rivals into a broad regional coalition. Despite the endurance of interests that made such a pursuit desirable, the most lucrative selling point of normalization—the ability to develop it into a diplomatic construct with which to contain Iran—had already expired prior to October 7, along with the essential contextual condition for such a deal: broad US support. Rather, the "Age of Normalizations," a period in which diplomatic normalization could feasibly serve as the kernel of Israeli strategy, expired in late 2021 as a consequence of the Biden administration's volte-face in the Middle East.

New Global Policy Horizons Lab Used to Research Conflict in Yemen

Samantha Ramay, a history major with a minor in international relations, is tackling a huge research project this year. She is analyzing how diplomatic, economic, military and humanitarian factors are colluding and colliding as part of the unfolding crisis in Yemen and the Red Sea. And she’s using the University’s new Global Policy Horizon Lab to aid her efforts.
“Webster has provided me with academic opportunities I didn't even know existed,” Ramay, a junior who will graduate in 2025, said. “I have been encouraged to pursue challenges outside my comfort zone thanks to the wonderful support I've received from faculty mentors. These interactions in the classroom and beyond have left me inspired and empowered to pursue new paths in my education.”
Her project is focusing on the recent Red Sea attacks being launched out of Yemen by Houthi rebels, allegedly in response to the war in Gaza. She is analyzing the complex web of history, ideology and policies in the Middle East that have contributed to the Yemen crisis. Her final study will be presented as a conflict assessment report that summarizes her findings and offers policy suggestions. Once completed, she will use other resources in the lab to submit the paper for evaluation and publication in a peer-reviewed journal.
“The lab has given me the incredible opportunity to engage in international relations research in the way a policy analyst would, and also be compensated for my research thanks to the Don Maland scholarship for Conflict Analysis and Resolution,” Ramay said. “I am incredibly thankful to be trusted with such a rewarding responsibility.”
The Global Policy Horizon Lab was created with students like Ramay in mind, said International Relations Professor Dani Belo.
“The lab is designed for students from all majors to explore national and international policies, with an emphasis on security,” Belo said. “By using the resources offered in the lab, we hope to equip students the practical knowledge and skills needed to pursue careers in the policy community.”
The lab was launched in the fall of 2023 in Room 104 of the H. Sam Priest Building. While the lab is physically located on Webster’s main campus in St. Louis, it is open to students at all of Webster’s locations around the world, Belo said. “Our resources are all digitally accessible online,” he said. Faculty also can use the lab’s resources, he added.

Abstract: This research project seeks to understand the rapidly changing security environment in space by bringing together technical expertise around space propulsion, hypersonic technology, and international relations. We seek to provide clarity on how changes in propulsion technologies will impact the balance of power in the 21st century. In addition to addressing more general geopolitical and geo-economical questions, we seek to highlight key implications for the national security of the United States. Our method is to facilitate fruitful dialog across the engineering and social science disciplines through a critical and comprehensive analysis and organization of recent scholarship.
Building a Space Hub in Grand Forks

Duration: May 2023 - May 2024
Abstract: This research project addresses an important conceptual gap in the literature, as well as a practitioner's gap - the research project aims to analyze the new political, economic, and social relevance of space hubs. The main research question and general objective of the investigation will focus on how small- and medium-sized cities are trying to build up and improve local space ecosystems. The project will pursue an in-depth case study of a space hub in the city of Grand Forks, ND (GFK). Using a systems architecture framework, this study will contribute to the scientific understanding of space hubs and enable us to assess the performance of the existing case in the city of Grand Forks. In recent years GFK has increasingly become a space hub, led by UND's academic programs, Grand Forks Air Force Base's missions, and the Grand Sky's companies. This study will shed light on how GFK is building a new space hub. The present project is divided into two phases. The current grant would only cover phase one but will serve as exploratory and preliminary research for a further and broader research project that will seek for external funding to conduct a comparative study that will allow identification of best practices to be applied in the case of GFK.
